Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers medicinal products used for internal or external use or for the prevention of human or animal diseases. Such means are obtained by mixing two or more components. However, packaged in dosage form or in retail packages, they are classified in heading 3004. This heading includes: (1) Mixed medicaments, such as preparations listed in official pharmacopoeias, proprietary preparations, etc., including preparations manufactured in the form of throat and mouth rinses, eye drops, ointments, liniments, injectable solutions, anti-inflammatory and other preparations, not included in heading 3002, 3005 or 3006. However, it is not to be understood that preparations registered in official pharmacopoeias, proprietary preparations, etc. are always classified in heading 3003. For example, acne preparations intended primarily for skin cleansing and not containing sufficiently high concentrations of active ingredients to be considered as having primary therapeutic or prophylactic effect against acne are to be classified in heading 3304. (2) Preparations containing one active substance in a mixture with a filler, sweetener, agglomerating substance, carrier, etc. (3) Drugs intended for nutrition, administered exclusively intravenously, for example, by intravenous infusion through a syringe or dropper. (4) Colloidal solutions and suspensions (for example, colloidal selenium) for medical purposes, except for colloidal sulfur or precious metals in the colloidal state.
Colloidal sulphur is classified in heading 3004 when packaged as dosage forms or in retail packages for therapeutic or prophylactic use and in heading 2802 in all other cases. Precious metals in the colloidal state are classified in heading 2843, whether they are used in sludge or not for medical purposes. Mixtures of precious metals in a colloidal state or mixtures of one or more precious metals in a colloidal state with other substances used for therapeutic or prophylactic purposes are, however, classified in this heading. (5) Medicinal complex plant extracts, including extracts obtained by processing plant mixtures. (6) Medicinal mixtures of plants or plant parts of heading 1211. (7) Therapeutic salts obtained by evaporation of natural m ineral waters, and similar products obtained artificially. (8) Concentrated water of salt sources (e.g. Kreutsnach water) used in therapy; mixtures of salts prepared for therapeutic baths (sulphur, iodine, etc. baths), without the addition or with the addition of aromatic substances. (9) Therapeutic salts (for example, a mixture of sodium bicarbonate, tartaric acid, magnesium sulfate and sugar) and similar mixed gas-emitting salts used for medical purposes. (10) Camphor oil, phenolic oil, etc. (11) Anti-asthmatic products such as anti-asthmatic paper and powders. (12) "Long-acting drugs", such as preparations in which the drug component is fixed on a polymeric ion exchange material. (13) Anesthetics used in medicine, veterinary medicine or surgery. The provisions of this heading do not apply to foodstuffs or beverages such as dietary, diabetic or nutritionally fortified foodstuffs, tonic beverages or minerals in odes (natural or artificial) which fall under the relevant headings. This is usually the case with dietary supplements containing only nutrients. The main nutrients in foods are proteins, carbon levodes and fats. Vitamins and mineral salts also play a role in nutrition. Similarly, foodstuffs and beverages containing medicinal substances are not included in this heading if these substances are added for the sole purpose of improving the dietary balance, increasing the energy content or nutritional value of the product or improving its taste and aromatic qualities, provided that the product retains its properties as a food or beverage. In addition, products consisting of a mixture of plants or parts of plants, or consisting of plants and parts of plants mixed with other substances, used for the preparation of herbal infusions or herbal “teas” (for example, herbal infusions or herbal “teas” having laxatives, cleansing, diuretics or wind-burning properties), and which are said to alleviate malaise or favorably affect general health and well-being, are also excluded from this heading (heading 2106). In addition, this heading does not include food additives containing vitamins or mineral salts which are prepared for the purpose of promoting health and improving well-being, but have no instructions for their use for the prevention or treatment of diseases or ailments. Such products, usually manufactured in liquid form but which may also be supplied in powders or tablets, are generally classified in heading 2106 or Chapter 22.
However, this heading covers preparations in which a food product or drink merely serves as a carrier, filler or sweetener for medicinal substances (for example, to improve digestion). In addition to foodstuffs and beverages, this heading does not include: (a) goods of heading 3002, 3005 or 3006; (b) aqueous distillates or aqueous solutions of essential oils and goods of headings 3303 to 3307, even if they have therapeutic or prophylactic properties (Chapter 33); (c) soaps containing medicinal products (heading 3401); (d) insecticides, disinfectants, etc. of heading 3808.
