3201 10 — Quebracho extract

Quebracho extract

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

3201 Tannin extracts of plant origin; tannins and their salts, esters simple and complex and other derivatives: 3201 10 - extract of quebracho 3201 20 - extract of acacia 3201 90 - other

(A) Tanning extracts of vegetable origin. These vegetable extracts are used mainly for tanning hides and skins. They are usually prepared by extracting with warm water (sometimes acidified) vegetable materials (wood, bark, leaves, fruit, roots, etc.) which have first been ground or crushed. The liquid obtained is filtered or centrifuged, then concentrated and sometimes treated with sulphites, etc. The extracts thus obtained are liquids, but they may be further concentrated to obtain a paste or a solid. All such extracts contain tannin in varying proportions, together with other substances such as sugar,

mineral salts, organic acids, etc. They are usually brown, yellow or reddish in colour. The main tanning extracts are obtained from oak, chestnut, quebracho, pine, acacia, sumac, myrobalan, valonia, gambier (Uncaria gambir), mangrove or divi-divi. The heading excludes: (a) vegetable materials, dried, whether or not cut, crushed or powdered, used mainly for obtaining tanning extracts (heading 1404); (b) tanning extracts mixed with synthetic tanning substances (heading 3202); (c) residual lyes from the manufacture of wood pulp, whether or not concentrated (heading 3804). (B) Tannins and their salts, ethers, esters and other derivatives. Tannins (tannic acids) are the main active constituents of vegetable tanning materials. They are obtained by extraction with ether or alcohol from the vegetable materials of heading 1404 or from the extracts listed in paragraph (A) above. The heading also covers extracts of gall nuts or ink nuts (tannins extracted with water from nut galls), which are weaker than the products obtained by extraction with organic solvents. The heading covers tannins (pyrogallol and catechin tannins), whether or not containing impurities resulting from the extraction process. The most common variety is tannin from nut galls (gallotannic acid). Other tannins include: oak bark tannin (quercitannic acid), chestnut wood tannin (castanea-tannic acid), quebracho tannin, mimosa tannin, etc. All these tannins are usually white or yellowish amorphous powders which turn brown on exposure to air. They may sometimes be in the form of flakes or needle-shaped crystals, etc. They are mainly used as mordants in dyeing, in the manufacture of printing ink, writing ink or drawing ink, for clarifying wines or beers, in pharmacy and in photography. The tannates covered by this heading include tannates of aluminium, bismuth, calcium, iron, manganese, zinc, hexamethylenetetramine, phenazone or orexin. Other tannin derivatives include acetyltannin and methylene ditannin. These derivatives are usually used in medicine. The heading excludes: (a) tannates of precious metals or other compounds of precious metals (heading 2843), or tannin derivatives of headings 2844 - 2846 and 2852; (b) gallic acid (heading 2918); (c) tannates and other tannin derivatives of products of headings 2936 – 2939 or 2941; (d) synthetic tanning substances, whether or not mixed with natural tanning materials (heading 3202); (e) tannates and other tannin derivatives of proteins of headings 3501 – 3504, e.g., casein tannate (heading 3501), albumin tannate (heading 3502), gelatin tannate (heading 3503).

1. This group does not include:

(a) individual elements or compounds of a specified chemical composition (other than products of heading 3203 or 3204, inorganic products used as phosphors (heading 3206), glass obtained from fused quartz or other fused silica in the forms specified in heading 3207, and dyes and other dyes packaged in molds or packaging for retail sale, heading 3212);

(b) Tannats or other tannin derivatives of headings 2936 to 2939, 2941 or 3501 to 3504; or

(c) Mastics of asphalt or other bitumen mastics (heading 2715).

2. Heading 3204 covers mixtures of stabilized diazonium salts and components for producing azo dyes.

3. Headings 3203 to 3206 also cover products made of colouring substances (including, in the case of heading 3206, colouring pigments of heading 2530 or of Chapter 28, metal flakes or metal powders) used for dyeing any material or as components in the manufacture of colouring agents. These headings do not, however, cover pigments dispersed in non-aqueous media, liquid or pasty, used in the manufacture of paints, including enamel (heading 3212), or other products of headings 3207 to 3210, 3212, 3213 and 3215.

4. Heading 3208 covers solutions (other than collodes) consisting of any products of headings 3901 to 3913 in volatile organic solvents where the solvent content exceeds 50% by weight of the solution.

5. The term “coloring substance” in this chapter does not refer to products used as fillers of oil paints, whether or not suitable for adhesive paints.

6. The term "embossing foil" in heading 3212 means only thin sheet materials used for imprinting, for example, on book covers or hat ribbons, and consisting of:

(a) metal powder (including precious metal powder) or pigment agglomerated with glue, gelatin or other binder; or

(b) metal (including precious metal) or pigment applied to a sheet substrate of any material.
