Printing ink, writing or drawing ink and other inks, whether or not concentrated or solid: other

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

3215 Printing ink, writing or drawing ink and other inks, whether or not concentrated or solid: – Printing ink: 3215 11 – – Black 3215 19 – – Other 3215 90 – Other

(A) Printing inks (or coloured printing inks) are pastes of varying consistency obtained by mixing a finely ground black or coloured pigment with a film-forming vehicle. For black ink the pigment is usually carbon black; for coloured printing ink organic or inorganic pigments may be used. The film-forming vehicle consists either of natural resins or of synthetic polymers dispersed in oils or dissolved in solvents, and contains small quantities of additives to impart the desired functional properties. (B) Ordinary inks or Indian inks for writing or drawing are solutions or suspensions of black or coloured material in water, usually with the addition of gums and other products (e.g., preservatives). They include inks and Indian inks based on iron salts, on sandalwood extracts or on synthetic organic dyes. Inks or Indian inks used mainly for drawing consist of a suspension of carbon black in water (with the addition of gum arabic, shellac, etc.) or in certain glues of animal origin. (C) Other inks of this heading include:

(1) Copying and hectographic paints (ordinary paints thickened with glycerin, sugar, etc.). (2) Ballpoint pen ink. (3) Paints for multiplication equipment or for impregnation of stamp pillows or typewriter tapes. (4) Marker paints (e.g. based on silver nitrate). (5) Metallic paints (representing suspensions of finely ground metals or alloys in gum solution, for example, gold, silver or bronze paints). (6) Prepared sympathetic or invisible ink or mascara (for example, based on cobalt chloride). These products are usually in the form of liquids or pastes, but they are also included in this heading in concentrated or solid form (i.e. in the form of powders, tablets, sticks, etc.), if intended to be used as ink after simple dilution or dispersion. This heading does not cover: (a) Developers consisting of a toner (mixture of soot with thermoplastic resins) mixed with a carrier (sand particles coated with ethyl cellulose) for use in photocopiers (heading 3707); (b) ballpoint pen rods consisting of a ballpoint tip and an ink spray (heading 9608). However, simple ink-filled cans for ordinary pens are classified in this heading; (c) typewriter ink-soaked tapes or ink-soaked stamp cushions (heading 9612).

1. This group does not include:

(a) individual elements or compounds of a specified chemical composition (other than products of heading 3203 or 3204, inorganic products used as phosphors (heading 3206), glass obtained from fused quartz or other fused silica in the forms specified in heading 3207, and dyes and other dyes packaged in molds or packaging for retail sale, heading 3212);

(b) Tannats or other tannin derivatives of headings 2936 to 2939, 2941 or 3501 to 3504; or

(c) Mastics of asphalt or other bitumen mastics (heading 2715).

2. Heading 3204 covers mixtures of stabilized diazonium salts and components for producing azo dyes.

3. Headings 3203 to 3206 also cover products made of colouring substances (including, in the case of heading 3206, colouring pigments of heading 2530 or of Chapter 28, metal flakes or metal powders) used for dyeing any material or as components in the manufacture of colouring agents. These headings do not, however, cover pigments dispersed in non-aqueous media, liquid or pasty, used in the manufacture of paints, including enamel (heading 3212), or other products of headings 3207 to 3210, 3212, 3213 and 3215.

4. Heading 3208 covers solutions (other than collodes) consisting of any products of headings 3901 to 3913 in volatile organic solvents where the solvent content exceeds 50% by weight of the solution.

5. The term “coloring substance” in this chapter does not refer to products used as fillers of oil paints, whether or not suitable for adhesive paints.

6. The term "embossing foil" in heading 3212 means only thin sheet materials used for imprinting, for example, on book covers or hat ribbons, and consisting of:

(a) metal powder (including precious metal powder) or pigment agglomerated with glue, gelatin or other binder; or

(b) metal (including precious metal) or pigment applied to a sheet substrate of any material.
