Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 3506 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

3506 Prepared glues and other prepared adhesives, not elsewhere specified or included; products suitable for use as glues or adhesives, put up for retail sale as glues or adhesives, not exceeding a net weight of 1 kg: 3506 10 – products suitable for use as glues or adhesives, put up for retail sale as glues or adhesives, not exceeding a net weight of 1 kg – other: 3506 91 – – adhesives based on polymers of headings 3901 – 3913 or on rubber 3506 99 – – other

This heading covers: (A) Products suitable for use as glues or adhesives, put up for retail sale as glues or adhesives, not exceeding a net weight of 1 kg. This category covers the prepared glues and adhesives referred to in paragraph (B) below and other products suitable for use as glues or adhesives, provided they are put up for retail sale as glues or adhesives in packages the contents of which do not exceed 1 kg. The containers in which glues or adhesives are normally put up for retail sale are glass bottles or jars, metal boxes, metal tubes, cardboard and paper packets, etc.; sometimes the "package" is merely a paper band wrapped round, for example, tablets of bone glue. Sometimes a small brush of the appropriate type is packed with the glue or adhesive (e.g., it is supplied with tins or glass jars of ready-to-use glue). Such brushes are classified with the glues or adhesives if they are packed together. Products which, in addition to their use as glues or adhesives, have other uses (e.g., dextrin, granulated methylcellulose) are covered by this heading only if the packages bear indications that these products are intended for sale as glues or adhesives. (B) Prepared glues and other prepared adhesives, not covered by a more specific heading of the Nomenclature, for example: (1) Gluten glues ("Vienna glues"), usually obtained from gluten rendered soluble by partial fermentation. These glues are usually in the form of flakes or powders, their colour varying from yellowish to brown. (2) Glues or other adhesives obtained by the chemical treatment of natural gums. (3) Adhesives based on silicates, etc.

(4) Preparations specially formulated for use as adhesives, consisting of polymers or blends thereof of headings 3901 – 3913 which, apart from any additives permitted in the products of Chapter 39 (fillers, plasticisers, solvents, pigments, etc.), contain other additives not permitted in that Chapter (e.g., waxes, rosin esters, unmodified natural shellac). (5) Adhesives consisting of mixtures of rubber, organic solvents, fillers, vulcanising agents and resins. Apart from the products conforming to the provisions referred to in Part (A) above, the heading excludes products falling in a more specific heading of the Nomenclature, e.g.: (a) casein glues (heading 3501), glues of animal origin (heading 3503), glues based on starches or dextrins or other modified starches (heading 3505); (b) other products which can be used as glues or other adhesives as such or after treatment, e.g., bird lime (heading 1302), unmixed silicates (heading 2839), calcium caseinate (heading 3501), dextrin (heading 3505), dispersions or solutions of polymers of headings 3901 – 3913 (Chapter 39 or heading 3208) and dispersions or solutions of rubber (Chapter 40). It should be noted that some of the products covered by this heading are usable as glues or adhesives in the form in which they are sold, while others must be dissolved or dispersed in water before use. The heading excludes glazes and preparations for the finishing of textile materials, etc. (heading 38 09) or binders for foundry cores (heading 38 24); in certain countries these products are also sometimes called "glues", but they are not used at all for their adhesive properties. The heading also excludes products having the character of mastics, fillers, etc. (heading 3214).
