Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

3604 Fireworks, flares, rain rockets, fog signals and other pyrotechnic products: 3604 10 – fireworks 3604 90 – other
This heading covers pyrotechnic articles capable of producing light, sound, smoke or gas signals and combustion and flash effects, including the following: (1) Pyrotechnic articles for amusement: (a) Fireworks (bombs, fuses, rockets, candles, flares, Bengal matches and lights, etc.), the purpose of which is to create spectacular effects by means of sound, light or smoke effects on the combustion of these articles. Combustion is ensured by the presence of a powder, such as black powder, incorporated in the article and ignited by an electric fuse head or a safety fuse; (b) Pyrotechnic toys, such as caps for toy pistols (put up in strips, sheets, rolls or round plastic rings), magic candles, Christmas cake candles. The combustion of these pyrotechnic toys gives a very limited effect. (2) Technical devices: (a) Sound or light signalling devices, such as life-saving rockets for use at sea, photoflash cartridges for aircraft equipment, Very lights, smoke signals and flares for railway use, individual distress signal rockets, light effects for cinema or television, etc.; illuminating devices, markers, pyrotechnic decoys and smoke-producing devices (producing coloured smoke). Their common characteristic is the production of a relatively lasting light, sound or smoke effect; (b) Devices for agricultural or industrial use, such as anti-hail rockets, anti-thunderstorm shells, smoke generators for agricultural purposes and for detecting leaks in pipelines, as well as devices producing thunder and flashes to scare off animals. The heading also covers other pyrotechnic devices not specified in the preceding groups (e.g., line-carrying rockets, lead-sheathed detonating cords for cutting, and not for transmitting detonation). The heading excludes: (a) Photographic flashlight materials (heading 3707); (b) Articles producing a light effect based on the phenomenon of chemiluminescence (heading 3824); (c) Blank cartridges containing an explosive charge, for riveting tools or for starting compression-ignition internal combustion piston engines (heading 9306).

1. This chapter does not cover separate chemically defined compounds other than those described in note 2(a) or (b) below.
2. The expression ‘articles of combustible materials’ in heading 3606 applies only to:
(a) metaldehyde, hexamethylenetetramine and similar substances, put up in forms (for example, tablets, sticks or similar forms) for use as fuels; fuels with a basis of alcohol, and similar prepared fuels, in solid or semi-solid form;
(b) liquid or liquefied-gas fuels in containers of a kind used for filling or refilling cigarette or similar lighters and of a capacity not exceeding 300 cm3; and
