Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers a wide range of products and preparations commonly used in the processing or finishing of yarn, textiles, paper, cardboard, leather or similar materials, not elsewhere specified or included in the Nomenclature. They can be identified as being included in this heading according to their composition and characteristics and which provide them with a specific use in the manufactures listed in this heading in the above-mentioned and similar industries, for example in textiles, in the manufacture of flooring, in the manufacture of vulcanized fiber and in fur production. Such products and preparations (e.g. textile softeners) intended for domestic rather than industrial use are also classified in this heading. This heading covers: (A) Products and preparations used in the textile or similar industries: (1) Prepared preparations that change the tactile properties of products, for example: thickeners, usually based on natural starches (such as starch obtained from wheat, rice, corn or potatoes, and dextrin), adhesives (lichenics, alginates, etc.), gelatin, casein, plant adhesives (tragant, etc.) or rosifol; weightants; softeners based on glycerin, imidazoline derivatives, etc.; fillers based on natural or synthetic compounds.

In addition to the principal components mentioned above, certain preparations may also contain wetting agents (soaps, etc.), lubricants (linseed oil, wax, etc.), fillers (kaolin, barium sulphate, etc.) and preservatives (in particular, zinc salts, copper sulphate and phenol). (2) Non-slip and anti-snag agents. These products are intended to reduce the slipping properties of textile materials and to prevent snagging in hosiery and knitted articles. They are generally based on polymers, natural resins or silicic acid. (3) Soil-repellent agents. They are generally based on silicic acid, aluminium or organic derivatives. (4) Crease-resisting and anti-shrink preparations, which are mixtures of chemically defined compounds with at least two reactive groups (e.g., bis-hydroxymethyl derivatives, certain aldehydes and acetals). (5) Delustring agents, intended to reduce the lustre or sheen of textile articles. They usually consist of suspensions of pigments (titanium oxide, zinc oxide, lithopone, etc.) stabilised by cellulose ethers, gelatin, glue, surface-active agents, etc. The preparations covered here should not be confused with paints (headings 3208, 3209 or 3210) or with lubricating preparations intended for oiling wool (heading 2710 or 3403). (6) Fireproofing preparations based on ammonium salts, compounds of boron, nitrogen, bromine or phosphorus, or preparations based on chlorinated organic substances with antimony oxide or with other oxides. (7) Lustring agents. These are intended to impart lustre or sheen to textile articles. They are usually emulsions of paraffins, waxes, polyolefins or polyglycols. (8) Mordants, intended for use in the dyeing of textile articles and in printing processes as fixatives for colouring matter. These preparations, which are soluble in water, are usually based on metal salts (e.g., sulphates or acetates of aluminium, ammonium, chromium or iron, potassium dichromate, potassium antimony tartrate) or on tannin (see exclusion (d) below). (9) Dye carriers, which are used to accelerate dyeing and printing processes by causing synthetic fibres to swell. They include preparations based on biphenyl or on derivatives of benzene, phenol or hydroxytoluic acid, such as trichlorobenzenes, biphenyl-2-ol, methyl hydroxytoluates, and mixtures thereof (whether or not containing surface-active agents). (10) Anti-felting agents, intended to reduce the felting of fibres of animal origin. They are often chlorinating agents or oxidising agents or special compositions of synthetic resin-forming substances. (11) Sizing agents, which are used to give yarn greater strength during the weaving process. These preparations are generally based on starch, derivatives of starch or other natural or synthetic polymeric binders. They may also contain wetting agents, softeners, fats,

waxes or other materials. This group also includes emulsified waxes for sizing warp and emulsified fats prepared for sizing. (12) Oil-repellent agents, intended to impart oil-repellent properties to textile materials. They are usually emulsions or solutions of organic fluorine compounds, such as perfluorinated carboxylic acids, and may contain modified resins (extenders). (13) Water-repellent agents, usually consisting of aqueous emulsions of water-repellent products (such as waxes or lanolin), stabilised by cellulose ethers, gelatin, glue, organic surface-active agents, etc., and additionally containing soluble salts, e.g., of aluminium or zirconium. This group of products also includes preparations based on silicones and fluorine derivatives. (B) Products and ready preparations of a kind used in the pulp and paper, paperboard or similar industries: (1) Binders, used to bind pigment particles in mixtures used for coating. These are preparations based on natural products such as casein, starch, derivatives of starch, soya protein, animal glue, alginates or cellulose derivatives. (2) Sizing agents or additives, used in papermaking to give paper improved printing properties, to provide gloss and sheen, and to impart writing properties. These preparations may be based on rosin soaps, fortified resins, dispersions of wax, paraffin, acrylic polymers, starch and carboxymethylcellulose or vegetable gum. (3) Wet-strength agents, used to increase the tensile, tear, burst and abrasion resistance of paper webs or nonwovens. (C) Products and ready preparations of a kind used in the leather or similar industries: (1) Binders. These preparations are used to fix pigment colours in leather. They have a special composition based on proteinaceous substances, natural resins or waxes, etc. (2) Additives specially intended for compacting the surface of leather at the final finishing stage. Their structure and composition are similar to those of the binders mentioned in paragraph (1) above. (3) Water-repellent agents. They usually consist of (i) chromium soaps, (ii) derivatives of alkylsuccinic or citric acids, etc., in solvents (such as isopropyl alcohol) or (iii) chemical compounds of fluorine in the form of a solution or dispersion. Apart from the products referred to above, the heading excludes: (a) Preparations used for the oiling or greasing of textile materials, leather, furskins or other materials (heading 2710 or 3403); (b) Separate chemically defined elements or compounds (generally Chapter 28 or 29); (c) Pigments, prepared colours, dyes, etc. (Chapter 32);

(d) organic surfactants or agents, such as dyes enhancing agents (heading 3402); (e) dextrins and other modified starches and adhesives derived from starches or dextrins or other modified starches (heading 3505); (f) insecticides and other preparations of heading 3808; (g) emulsions, dispersions or solutions of polymers (heading 3209 or Chapter 39).
