3810 90 10 — Preparations of a kind used as coatings or cores for welding electrodes or rods
Preparations of a kind used as coatings or cores for welding electrodes or rods
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 3810 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
3810 Pickling preparations for metal surfaces; fluxes and other auxiliary preparations for soldering, brazing or welding; soldering, brazing or welding powders and pastes consisting of metal and other materials; materials of a kind used as cores or coatings for welding electrodes or rods: 3810 10 – Pickling preparations for metal surfaces; soldering, brazing or welding powders and pastes consisting of metal and other materials 3810 90 – Other
(1) Preparations for etching metal surfaces. They are used to remove oxides, scales, rust or runny films from metal surfaces or to coarse these surfaces in the preparation of certain works. The etching process can be carried out as a finishing operation or can be performed at an earlier stage of work (for example, in preparing the metal for drawing or extruding), or as a preliminary operation before applying the coating to the metal, for example, by galvanization, metallization, tinting, cladding, electrodeposition, painting, etc. Trapping preparations are usually based on diluted acids (salt, sulfur, fluoride, nitrogen, phosphorus, etc.) and sometimes contain inhibitors that prevent corrosion of the metal. Some, however, have an alkaline base (such as sodium hydroxide). This heading does not cover cleaning products for metals (heading 3402). (2) Fluxes and other auxiliary preparations for low-temperature soldering, high-temperature soldering or welding. Fluxes are used to facilitate the connection of methalls in the process of low-temperature soldering, high-temperature soldering or for welding, providing protection of the connected metal surfaces and the solder itself from oxidation. They have the property of dissolving the oxide that is formed during the operation. Chlori d zinc, ammonium chloride, sodium tetraborate, roanifol and lanolin are products used mainly in these preparations. It also includes mixtures of aluminum granules or aluminum powder with various metal oxides (e.g., iron oxide) used as an effective fuel material (alumothermic process) in welding operations. (3) Powders and pastes for low-temperature soldering, high-temperature soldering or welding, consisting of metal and other materials. These drugs are used to prepare metal surfaces for adhesive connection to each other. Their main component is metal (usually alloys containing tin, lead, copper, etc.). These preparations are classified in this heading only if:
(a) they contain other components in addition to the metals. These components are the auxiliary preparations described in paragraph (2) above; and (b) they are put up in the form of powders or pastes. Soldering, brazing or welding preparations consisting solely of metal powders, whether or not mixed together, are excluded (Chapter 71 or Section XV according to their constituents). (4) Materials used as cores or coatings for welding electrodes or rods. They are intended mainly to remove with the molten slag the oxides formed during welding operations. They usually consist of a refractory mixture containing, for example, lime and kaolin. Electrodes of base metal or of metal carbides, coated or cored with flux, are not covered by this heading (heading 8311).

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. This chapter does not cover:
(a) separate chemically defined elements or compounds with the exception of the following:
(1) artificial graphite (heading 3801);
(2) insecticides, rodenticides, fungicides, herbicides, anti-sprouting products and plant-growth regulators, disinfectants and similar products, put up as described in heading 3808;

(f) spent catalysts of a kind used for the extraction of base metals or for the manufacture of chemical compounds of base metals (heading 2620), spent catalysts of a kind used principally for the recovery of precious metal (heading 7112) or catalysts consisting of metals or metal alloys in the form of, for example, finely divided powder or woven gauze (Section XIV or XV).
2. (A) For the purpose of heading 3822, the expression ‘certified reference materials’ means reference materials which are accompanied by a certificate which indicates the values of the certified properties, the methods used to determine these values and the degree of certainty associated with each value and which are suitable for analytical, calibrating or referencing purposes.
(B) With the exception of the products of Chapter 28 or 29, for the classification of certified reference materials, heading 3822 shall take precedence over any other heading in the nomenclature.
3. Heading 3824 includes the following goods which are not to be classified in any other heading of the nomenclature:
(a) cultured crystals (other than optical elements) weighing not less than 2,5 g each, of magnesium oxide or of the halides of the alkali or alkaline-earth metals;
(b) fusel oil; Dippel's oil;
(c) ink removers put up in packings for retail sale;
(d) stencil correctors, other correcting fluids and correction tapes (other than those of heading 9612), put up in packings for retail sale; and
(e) ceramic firing testers, fusible (for example, Seger cones).
4. Throughout the nomenclature, ‘municipal waste’ means waste of a kind collected from households, hotels, restaurants, hospitals, shops, offices, etc., road and pavement sweepings, as well as construction and demolition waste. Municipal waste generally contains a large variety of materials such as plastics, rubber, wood, paper, textiles, glass, metals, food materials, broken furniture and other damaged or discarded articles. The term ‘municipal waste’, however, does not cover:
(a) individual materials or articles segregated from the waste, for example wastes of plastics, rubber, wood, paper, textiles, glass or metals, electrical and electronic waste and scrap (including spent batteries) which fall in their appropriate headings of the nomenclature;
(b) industrial waste;
(c) waste pharmaceuticals, as defined in note 4(k) to Chapter 30; or
(d) clinical waste, as defined in note 6(a) below.
5. For the purposes of heading 3825, ‘sewage sludge’ means sludge arising from urban effluent treatment plant and includes pre-treatment waste, scourings and unstabilised sludge. Stabilised sludge when suitable for use as fertiliser is excluded (Chapter 31).
6. For the purposes of heading 3825, the expression ‘other wastes’ applies to:
(a) clinical waste, that is, contaminated waste arising from medical research, diagnosis, treatment or other medical, surgical, dental or veterinary procedures, which often contain pathogens and pharmaceutical substances and require special disposal procedures (for example, soiled dressings, used gloves and used syringes);
(b) waste organic solvents;
(c) wastes of metal pickling liquors, hydraulic fluids, brake fluids and anti-freezing fluids; and
(d) other wastes from chemical or allied industries. The expression ‘other wastes’ does not, however, cover wastes which contain mainly petroleum oils or oils obtained from bituminous minerals (heading 2710).
7. For the purposes of heading 3826, the term ‘biodiesel’ means mono-alkyl esters of fatty acids of a kind used as a fuel, derived from animal, vegetable or microbial fats and oils whether or not used.
