3811 90 — Oxidation inhibitors, gum inhibitors, viscosity improvers, anti-corrosive preparations and other prepared additives for mineral oils, incl. gasoline, or for other liquids used for the same purposes as mineral oils (excl. anti-knock preparations and oil lubricant additives)
Oxidation inhibitors, gum inhibitors, viscosity improvers, anti-corrosive preparations and other prepared additives for mineral oils, incl. gasoline, or for other liquids used for the same purposes as mineral oils (excl. anti-knock preparations and oil lubricant additives)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

The preparations of this heading are additives for mineral oils or for other liquids used for the same purposes, to impart desirable properties to these products, to enhance such properties, or to eliminate or reduce undesirable properties. (A) Prepared additives for mineral oils. 1. Additives for crude oil. This group includes anti-corrosive preparations which are added to crude oil to protect metal structures (in particular, distillation columns). The active constituents of such additives are usually substances containing an amino group, obtained, in particular, from imidazoline. 2. Additives for petrol. These include: (a) anti-knock preparations, which increase the resistance of various fuels to premature ignition and thus prevent detonation. They are usually based on tetraethyl-lead or tetramethyl-lead and also contain, for example, 1,2-dibromoethane or monochloronaphthalene. The heading does not cover leaded anti-knock preparation sludges, obtained from storage tanks of leaded anti-knock preparations and consisting essentially of lead, compounds of lead and iron oxide (heading 2620);
(b) Anti-oxidants. The most important anti-oxidants are based on phenolic compounds (e.g., dimethyl-tert-butylphenol) and on aromatic amine derivatives such as alkyl-p-phenylenediamines; (c) Anti-icing additives. These products are often based on alcohols (e.g., propan-2-ol (or isopropyl alcohol)) and are added to motor spirit to prevent the formation of ice in the fuel system; (d) Detergents. Preparations used to keep the carburettor and the cylinder intake and exhaust systems clean; (e) Gum inhibitors. These products are intended to prevent the formation of gums in the carburettor or in the intake port. 3. Additives for lubricating oils. These include: (a) viscosity improvers based on polymers such as polymethacrylates, polybutenes, polyalkylstyrenes; (b) pour-point depressants, i.e., additives which lower the pour point and prevent the agglomeration of crystals at low temperatures. They are based on polymers of ethylene, of vinyl esters or on acrylates; (c) anti-oxidants, usually prepared on the basis of phenolic or amine compounds; (d) extreme-pressure additives based on organic zinc dithiophosphates, sulphurised oils, chlorinated hydrocarbons, aromatic phosphates and thiophosphates; (e) detergents and dispersants, e.g., based on alkylphenates, naphthenates or petroleum sulphonates of certain metals such as aluminium, calcium, zinc or barium; (f) anti-corrosion preparations based on organic salts (sulphonates) of calcium or barium, or based on amines or alkylsuccinic acids; (g) anti-foaming agents, usually based on silicones. Lubricants intended to be added in small quantities to motor oils or fuels, e.g., to reduce the wear of engine cylinders, are not covered by this heading (heading 2710 or 3403). 4. Additives for other mineral oils. These additives include: (a) pour-point depressants, i.e., additives which lower the pour point, similar to those used for lubricating oils as specified in paragraph 3 (b) above; (b) anti-oxidants, similar to the preparations used for gasoline (motor spirit); (c) additives raising the cetane number of gas oils, e.g., additives based on alkyl nitrates and alkyl nitrites; (d) additives with a surface-active effect which remove or prevent the formation of sludge (asphaltenes) in oils during storage; (e) additives for preventing or reducing the formation of undesirable deposits (e.g., ash, soot) in the combustion chambers of furnaces, and additives for reducing corrosion by volatile products (e.g., SO2 or SO3) in heat-transfer equipment or chimneys;
anti-icing additives added to prevent ice formation in fuel systems. (B) Finished additives to other liquids used for the same purposes as petroleum products. In addition to petroleum products, the following liquids are used for the same purposes: (a) alcohol-based fuels (e.g., gashol); and (b) synthetic lubricants: (1) organic acid esters (adipates, azelainates, complex x neopentyl polyol esters) or inorganic acids (triaryl phosphates); (2) polyesters (polyoxyethylene (polyethylene glycol) or polyoxypropylene (polypropylene glycol)); (3) silicone. These additives are essentially the same as those used for the respective petroleum products. This heading does not cover chemically defined elements and compounds (mainly Chapter 28 or 29) or petroleum sulfonates other than preparations. This heading also excludes (a) lubricants based on molybdenum disulphide (heading 3403); (b) colloidal graphite in suspension in oil or other medium and semicolloidal graphite (heading 3801).
