3823 11 — Stearic acid, industrial

Stearic acid, industrial

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

(A) Industrial monocarboxylic fatty acids are usually obtained by saponification or hydrolysis of natural fats and oils. The separation of solid (saturated) and liquid (unsaturated) fatty acids is usually carried out by their crystallization in the presence of a solvent or a solvent. The liquid fraction (for which the trade name "oleic acid" or "olein" is used) consists of oleic acid and other unsaturated fatty acids (for example, linoleic and linolenic acids) with an admixture of a small amount of n saturated fatty acids. The solid fraction (for which the trade name "stearic acid" or "stearin" is used) consists mainly of palmitic and stearic acids with an impurity of a small amount of unsaturated fatty acids. This heading covers, inter alia: (1) A product with the commercial name "stearic acid" ("stearin") is a white solid with a characteristic odor. Relatively hard and rather fragile material, usually sold in the form of balls, flakes or powder. In addition, when transported hot in isothermal tanks, this substance can enter in liquid form. (2) A product with the commercial name "oleic acid" ("olein") is a colorless or brown oily liquid with a characteristic odor. (3) Tall oil fatty acids are a product that is mainly oleic and linoleic acids. They are obtained by distillation of raw talum oil. The product contains 90% or more (in terms of dry matter) fatty acids. (4) Distilled fatty acids, which are obtained after the hydrolytic breakdown of various fats and oils (for example, coconut oil, palm oil, animal fat) and subsequent purification (distillation). (5) Fatty acid distillate obtained from fats and oils by distillation in vacuum with water vapor, used as one of the stages of the refining process. Fatty acid distillate is characterized by a high content of free fatty acids. (6) Fatty acids obtained by catalytic oxidation of synthetic

High molecular hydrocarbons. (7) Acid oils after refining with a relatively high content of free fatty acids, obtained by decomposition of soapstock (a product formed during the refining of raw oils) with mineral acids. This heading does not cover: (a) oleic acid with a purity of 85% or more (in terms of dry matter) (heading 2916); (b) other fatty acids with a purity of 90% or more (in terms of dry matter) (usually headings 2915, 2916 or 2918). (B) Fatty alcohols included in this heading are mixtures of acyclic alcohols obtained by catalytic reduction of mixtures of fatty acids of this heading (see paragraph (A) above), or esters thereof, saponification of spermacet fat, catalytic reaction between olefins, carbon monoxide and hydrogen (“oxo-synthesis”), hydration of olefins, oxidation of hydrocarbons or other methods. Fatty alcohols are usually liquid products, but some of them are solid. The principal fatty alcohols of this heading are (1) Lauryl alcohol, which is a mixture of saturated fatty alcohols produced by the catalytic reduction of fatty acids from coconut oil. At normal temperatures, it is a liquid substance, but in cold weather it becomes semi-solid. (2) Cetyl alcohol, which is a mixture of cetyl and stearyl alcohols with a high predominance of the first, obtained from sperm acet or spermacet oil. At room temperature, it is a crystalline solid. (3) Stearyl alcohol, which is a mixture of stearyl and cetyl alcohols obtained by reducing stearin or oils with a high content of stearic acid, or from spermacet oil by hydrogenation and hydrolysis followed by distillation. At room temperature, it is a white crystalline substance. (4) Oleil alcohol, which is obtained by reducing olein or from alcohols released from SP ermacet oil under pressure. At room temperature, it is a liquid substance. (5) Mixtures of primary aliphatic alcohols, usually containing alcohols, the molecules of which have from six to thirteen carbon atoms. These are liquid products, usually obtained using "oxo-synthesis". The fatty alcohols referred to in paragraphs (1) to (4) are mainly used for the preparation of their sulfonated derivatives, salts of which with alkali metals are organic surfactants of heading 3402. The fatty alcohols described in paragraph (5) are mainly used in the manufacture of plasticizers for polyvinyl chloride. This heading also includes industrial fatty alcohols of a waxy character. This heading does not cover fatty alcohols of a certain chemical composition of 90% or more purity (in terms of dry matter) (usually heading 2905).

2. (A) For the purpose of heading 3822, the expression ‘certified reference materials’ means reference materials which are accompanied by a certificate which indicates the values of the certified properties, the methods used to determine these values and the degree of certainty associated with each value and which are suitable for analytical, calibrating or referencing purposes.

(B) With the exception of the products of Chapter 28 or 29, for the classification of certified reference materials, heading 3822 shall take precedence over any other heading in the nomenclature.

3. Heading 3824 includes the following goods which are not to be classified in any other heading of the nomenclature:
