4202 32 — Wallets, purses, key-pouches, cigarette-cases, tobacco-pouches and similar articles carried in the pocket or handbag, with outer surface of plastic sheeting or textile materials

Wallets, purses, key-pouches, cigarette-cases, tobacco-pouches and similar articles carried in the pocket or handbag, with outer surface of plastic sheeting or textile materials

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers only the articles specified therein and similar articles. These articles may be rigid or with a rigid foundation, or soft and without foundation. Subject to Notes 2 and 3 to this Chapter, the articles covered by the first part of the heading may be of any material. The expression "similar articles" in the first part covers hat boxes, camera accessory cases, cartridge pouches, sheaths for hunting or camping knives, portable boxes or chests, or cases for tools, specially shaped

or specially shaped or fitted to contain particular tools with or without their accessories, etc. However, the articles covered by the second part of the heading must be made only of the materials specified therein or must be wholly or mainly covered with such materials or with paper (the foundation may be of wood, metal, etc.). The term "leather" includes chamois leather (including combination chamois), patent leather, patent laminated leather and metallised leather (see Note 1 to this Chapter). The term "similar containers" in the second part covers notecases, writing-cases, pen-cases, ticket-cases, needle-cases, key-cases, cigar-cases, pipe-cases, tool rolls and jewellery rolls, shoe-cases, brush-cases, etc. The goods of this heading may have parts of precious metal or metal clad with precious metal, of natural or cultured pearls, of precious or semi-precious stones (natural, synthetic or reconstructed), even if such parts constitute more than minor fittings or minor ornamentation, provided that this does not change the essential character of the article. Thus, a leather handbag with a silver frame and an onyx clasp is to be classified in this heading (see Note 3 (B) to this Chapter). The term "sports bags" covers articles such as bags for golf clubs, gymnastics equipment, tennis rackets, skis and fishing tackle. The term "jewellery boxes" covers not only boxes specially designed for keeping jewellery, but also similar lidded containers of various dimensions (with or without hinges or fasteners), specially shaped or fitted to hold one or more pieces of jewellery and normally lined with textile material, in which jewellery is presented and sold and which are suitable for long-term use. The term "insulated food or beverages bags" means reusable insulated bags used to maintain the temperature of foods and beverages during transportation or temporary storage. The heading excludes: (a) shopping-bags as described in Note 3 (A) (a) to this Chapter, including bags consisting of two outer layers of plastics with an inner layer of cellular plastics placed between them, not designed for prolonged use (heading 3923); (b) articles of plaiting materials (heading 4602); (c) articles which, although they may have the character of containers, are not similar to the containers enumerated in the heading, for example, bindings and covers for books, file-binders, document-folders, blotters, photo-frames, sweetmeat boxes, snuff-boxes, ashtrays, vessels of ceramics, glass, etc., which are wholly or mainly covered with leather, sheeting of plastics, etc. Such articles fall in heading 4205 if they are made of (or covered with) leather or composition leather, and in other Chapters if they are made of (or covered with) other materials; (d) made up articles of netting (heading 5608); (e) imitation jewellery (heading 7117); (f) boxes or chests or cases for tools, not specially shaped or fitted to contain particular tools with or without their accessories (generally heading 3926 or 7326);

(g) sheaths or covers for swords, bayonets, daggers or similar weapons (heading 9307); (h) articles of Chapter 95 (e.g. toys, games, sports equipment).

Subheading Explanatory Notes. Subheadings 4202 11, 4202 21, 4202 31 and 4202 91 For the purposes of these subheadings, the expression "with outer surface of leather" includes leather coated with a thin layer of plastics or synthetic rubber invisible to the naked eye (usually less than 0.15 mm in thickness), which serves to protect the surface of the leather, disregarding any change in colour or shine. Subheadings 4202 31, 4202 32 and 4202 39 These subheadings cover articles normally carried in the pocket or in a lady's or man's bag; they include spectacle cases, note-cases, wallets, purses, key-cases, cigarette-cases, cigar boxes, pipe-cases and tobacco-pouches.
