Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 4404 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

4404 Bondar wood; split logs; piles, stakes and poles of wood, pointed but not sawn along; timber, rough hewn but not grinded, not curved or otherwise treated, used for the production of canes, umbrellas, handles for tools or similar products; chips and similar wood: 4404 10 – softwood 4404 20 – hardwood

This heading covers: (1) Bondar wood, which is split rods of willow, hazelnut, birch, etc., covered with bark or draped and used for making hoops for barrels, braids, etc. Bondar wood is usually packed into bundles or coils. Bondar wood, trimmed to the required length and having grooves at the ends for fastening in the manufacture of barrels, is classified in heading 4416. (2) Broken logs, which are trunks or branches of trees, split along. They are widely used as scaffolds in gardens and farm eggs, for fences and indoors.

some other cases, as ceiling or roofing laths. (3) Pointed piles, stakes and posts (including fence stakes), consisting of round or split logs pointed at the ends, whether or not debarked, whether or not impregnated with preservatives, but not sawn lengthwise. (4) Wood roughly trimmed but not turned, bent or otherwise worked, of a length and thickness suitable for the manufacture of walking-sticks, whips, golf club shafts, umbrellas, tool handles, brooms, etc., paint brush handles and similar articles. Similar wood, planed, turned (on an ordinary lathe or on a special pole-turning machine), bent or further worked in some other way, which has been given the shape of umbrella handles, walking-sticks, tool handles, etc., falls in the headings covering the corresponding articles. (5) Chipwood, i.e., wood obtained by splitting into layers, by peeling or sometimes by sawing into flexible, narrow, thin and uniform strips, used for plaiting and for making sieves, chip boxes, baskets, pill boxes, match boxes, etc. This also covers similar strips of wood for the manufacture of match splints and of pegs for boots or shoes. The heading also covers wood shavings, generally of beech or hazel wood, which resemble chipwood rolled in a spiral and are used in making vinegar or for clarifying liquids; these shavings differ from the wood waste of heading 44 01 in that they are of uniform thickness, width and length and are regularly rolled. Blanks for brush backs or for boot or shoe lasts fall in heading 4417.
