Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 4409 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
4409 Wood (including strips and friezes for parquet flooring, not assembled) continuously shaped (tongued, grooved, rebated, chamfered, V-jointed, beaded, moulded, rounded or the like) along any of its edges, ends or faces, whether or not planed, sanded or end-jointed: 4409 10 – Coniferous – Non-coniferous: 4409 21 – – Of bamboo 4409 22 – – Of tropical wood 4409 29 – – Other
This heading covers lumber, particularly boards, strips, etc., which, after sawing or squaring, have been worked to give a continuous shape along any of their edges, ends or faces, either to facilitate subsequent assembly or to obtain the mouldings or beadings described in Item (4) below, whether or not planed or sanded, whether or not end-jointed, for example, finger-jointed (see the General Explanatory Note to this Chapter). Continuously shaped lumber includes both articles with a uniform cross-section throughout their length or width and articles in which a relief design is repeated. Tongued and grooved lumber consists of boards having a groove along one edge or end and a projection (tongue) along the other, so that on assembly the tongue of one board fits into the groove of the next. Rebated boards are boards in which one or more edges or ends are cut so as to form a rebate. Chamfered boards are boards in which one or more corners are cut at an angle to the face and the edge or end. Other common types of lumber covered by this heading are as follows: (1) Boards with rounded edges or ends. (2) Lumber worked for V-jointing (i.e., tongued and grooved lumber with chamfered edges or ends), including lumber intended for centre V-jointing (i.e., with a V-shaped groove in the centre of the board and usually also tongued and grooved, and sometimes with chamfered edges or ends). (3) Beaded lumber (i.e., lumber having a tongue and a groove with a bead between the edge or end and the tongue), including centre-beaded lumber (i.e., lumber having a tongue or a groove with a bead in the centre of the face). (4) Mouldings (also known as beadings or profiled lumber), i.e., wooden strips of various profiles (obtained mechanically or by hand), used for making picture frames, for decorating walls, furniture, doors and other carpentry or joinery.
(5) Rounded wood, such as drawn wood, consists of very thin rods, usually of circular cross-section, used in the manufacture of match splints, wooden pegs for footwear, certain types of wooden blinds (blinds of painted wooden slats), toothpicks, cheese-making sieves, etc. Wooden dowel pins of a definite length, being sticks or small posts of constant cross-section, usually of a diameter of 2 to 75 mm and a length of 45 to 250 cm, used, for example, for joining parts of wooden furniture, are also classified in this heading. The heading also covers strips and friezes for flooring, consisting of narrow pieces of boards, provided they have been continuously shaped, that is, tongued and grooved. If, however, apart from planing, sanding or end-jointing, for example, finger-jointing, they have not been otherwise worked, they fall in heading 4407. Strips of plywood or veneered wood panels for parquet flooring are also excluded (heading 4412). The heading also excludes: (a) planed or otherwise worked boards, presented in sets as packing case shooks (heading 4415); (b) wood which has been tenoned, mortised, dovetailed or similarly worked at the ends, and wood assembled in panels constituting builders' carpentry or joinery (for example, assembled flooring panels, including assembled parquet flooring panels made of wooden blocks, strips, friezes, etc., assembled on a support of one or more layers of wood or without a support) (heading 4418); (c) panels consisting of strips of roughly sawn wood, assembled with glue in order to facilitate transport or subsequent working (heading 4421); (d) moulded wooden articles made by overlaying some moulded shapes on other moulded or unmoulded shapes (heading 4418 or 4421); (e) wooden articles the surface of which has been worked beyond planing or sanding, other than colouring, staining or varnishing (for example, veneering, polishing, bronzing or coating with metal foil) (mainly heading 4421); (f) wooden strips clearly identifiable as parts of furniture, such as slotted strips for shelves of wall cabinets and bookcases, etc. (heading 9403).

4. The articles of heading 4410, 4411 or 4412 may be given the profile characteristic of the articles of heading 4409 and may be curved, corrugated, perforated, cut or shaped in a different shape than square or rectangular, or subjected to any other treatment, provided that this does not give them the properties of the articles of other headings.
5. Heading 4417 does not include tools whose blade, working edge, working surface or other working part is made of any of the materials listed in note 1 to Chapter 82.
6. Subject to the provisions of Note 1 above, and unless the context otherwise requires, the term “wood” in the headings of this Chapter also applies to bamboo and other woody materials.

1. For the purposes of subheading 4401 31, the expression ‘wood pellets’ means by-products, such as cutter shavings, sawdust or chips, of the mechanical wood-processing industry, furniture-making industry or other wood-transformation activities, which have been agglomerated either directly by compression or by the addition of a binder in a proportion not exceeding 3 % by weight. Such pellets are cylindrical, with a diameter not exceeding 25 mm and a length not exceeding 100 mm.
2. For the purposes of subheading 4401 32, the expression ‘wood briquettes’ means by-products such as cutter shavings, sawdust or chips, of the mechanical wood processing industry, furniture making or other wood transformation activities, which have been agglomerated either directly by compression or by addition of a binder in a proportion not exceeding 3 % by weight. Such briquettes are in the form of cubiform, polyhedral or cylindrical units with the minimum cross-sectional dimension greater than 25 mm.
3. For the purposes of subheading 4407 13, ‘S-P-F’ refers to wood sourced from mixed stands of spruce, pine and fir where the proportion of each species varies and is unknown.

The width is defined in millimeters:
in trimmed with parallel edges - in any place of the length of the timber, where there is no obsol, but not closer than 150 mm from the end;
in uncircumcised, unilaterally trimmed - in the middle of the length of the timber as a half-sum of the widths of both strata (excluding bark and club), and fractions up to 5 mm are not taken into account, fractions of 5 mm or more are considered for 10 mm;
in trimmed with non-parallel edges - in the middle of the length of the timber on a formation that does not contain obsol.
