Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers woodwork, including articles of wood marquetry or inlaid wood, used in the construction of any kind of building, etc., in the form of assembled goods or as recognisable unassembled pieces (for example, prepared with tenons, mortises, dovetails or other similar joints for assembly), whether or not with their metal fittings such as hinges, locks, etc. Goods of this heading may be of ordinary wood or of particle board or similar board, fibreboard, laminated wood or densified wood (see Note 3 to this Chapter). The term "joinery" applies more particularly to builders' fittings (such as doors, windows, shutters, stairs, door or window frames), whereas the term "carpentry" refers to woodwork (such as beams, rafters and roof struts) used for structural purposes or in supports, scaffolding, etc., and includes assembled shuttering for concrete constructional work. However, plywood panels, even if surface-treated for use as concrete shuttering, are classified in heading 4412. Builders' carpentry also includes glue-laminated timber, i.e., structural timber obtained by gluing together several layers of wood, the grain of which should be essentially parallel. In curved members the layers are arranged so that the applied load is perpendicular to the plane of each layer; the layers of a straight glue-laminated beam lie in parallel planes. The heading also covers cellular wood panels, which resemble in appearance the blockboard and battenboard described in the Explanatory Note to heading 4412, but in which the blocks or battens forming the core are spaced at intervals and arranged either parallel or in a lattice. In some cases the panels may consist of facing sheets separated by an internal frame running along the edges only. The spaces between them may be filled with sound-insulating or heat-insulating materials (for example, cork, glass wool, wood pulp, asbestos). The facing sheets may be of wood, particle board or similar board, fibreboard or plywood, and the panels (like those of heading 4412) may be faced with base metal. Panels of this kind are relatively light,
but strong, and are used for the manufacture of partitions, doors and sometimes furniture. The heading also covers solid blocks, strips, friezes, etc., assembled into flooring panels (including parquet panels) or tiles, whether or not bordered. The heading further covers flooring panels or tiles consisting of blocks, strips, friezes, etc., assembled on a support of one or more layers of wood, known as "multilayer" parquet flooring panels. The top layer (wear layer) is usually made of two or more rows of strips making up the panel. These panels or tiles may be tongued and grooved at the ends to facilitate assembly. Roofing shingles are wood sawn lengthwise, usually more than 5 mm thick at one end (the butt) and less than 5 mm thick at the other end (the tip). Shingles may be sawn so that their edges are parallel; the butt may be sawn at right angles to the edges or be rounded or of another shape. One of the faces may be sanded along its full length from butt to tip or have grooves cut along its full length as well. Roofing shakes are wood obtained by splitting short pulpwood logs or bolts by hand or by machine. As a result of splitting, the natural grain of the wood becomes visible on the faces of the shakes. Shakes are sometimes sawn lengthwise through their thickness to obtain two shakes, each having one face formed by splitting and the other by sawing. The heading does not cover: (a) plywood panels, veneered panels or similar laminated wood panels used as flooring panels, to the surface of which a thin layer of veneer has been fixed so that they imitate an assembled flooring panel of heading 4418 (heading 4412); (b) wall cupboards, with or without a back, even if designed to be nailed or otherwise fixed to the ceiling or wall (heading 9403); (c) prefabricated buildings (heading 9406). Subheading Explanatory Note. Subheading 4418 74 Assembled flooring panels for mosaic floors are prefabricated panels which consist of a number of individual square or rectangular elements and may include "cabochons" (small square, rectangular, triangular, lozenge-shaped or otherwise shaped wooden pieces used as fillers to achieve the desired pattern). The strips are laid according to a certain pattern, for example, chequered, basket-weave or herringbone (see the examples below).

2. In this chapter, the term “pressed wood” means wood that has undergone chemical or physical treatment (when the layers are joined together, the treatment must be greater than necessary for simple bonding of the layers), resulting in increased density or hardness together with improved mechanical strength or resistance to chemical or electrical effects.
3. Headings 4414 to 4421 cover articles of the corresponding description of chipboards or similar boards, fibreboards, layered or pressed wood, similar to wood products.
4. The articles of heading 4410, 4411 or 4412 may be given the profile characteristic of the articles of heading 4409 and may be curved, corrugated, perforated, cut or shaped in a different shape than square or rectangular, or subjected to any other treatment, provided that this does not give them the properties of the articles of other headings.
5. Heading 4417 does not include tools whose blade, working edge, working surface or other working part is made of any of the materials listed in note 1 to Chapter 82.
6. Subject to the provisions of Note 1 above, and unless the context otherwise requires, the term “wood” in the headings of this Chapter also applies to bamboo and other woody materials.

1. For the purposes of subheading 4401 31, the expression ‘wood pellets’ means by-products, such as cutter shavings, sawdust or chips, of the mechanical wood-processing industry, furniture-making industry or other wood-transformation activities, which have been agglomerated either directly by compression or by the addition of a binder in a proportion not exceeding 3 % by weight. Such pellets are cylindrical, with a diameter not exceeding 25 mm and a length not exceeding 100 mm.
2. For the purposes of subheading 4401 32, the expression ‘wood briquettes’ means by-products such as cutter shavings, sawdust or chips, of the mechanical wood processing industry, furniture making or other wood transformation activities, which have been agglomerated either directly by compression or by addition of a binder in a proportion not exceeding 3 % by weight. Such briquettes are in the form of cubiform, polyhedral or cylindrical units with the minimum cross-sectional dimension greater than 25 mm.
3. For the purposes of subheading 4407 13, ‘S-P-F’ refers to wood sourced from mixed stands of spruce, pine and fir where the proportion of each species varies and is unknown.
4. For the purposes of subheading 4407 14, ‘Hem-fir’ refers to wood sourced from mixed stands of Western hemlock and fir where the proportion of each species varies and is unknown.

the thickness is determined in millimeters at any place of the length of the timber, but not closer than 150 mm from the end;
The width is defined in millimeters:
in trimmed with parallel edges - in any place of the length of the timber, where there is no obsol, but not closer than 150 mm from the end;
in uncircumcised, unilaterally trimmed - in the middle of the length of the timber as a half-sum of the widths of both strata (excluding bark and club), and fractions up to 5 mm are not taken into account, fractions of 5 mm or more are considered for 10 mm;
in trimmed with non-parallel edges - in the middle of the length of the timber on a formation that does not contain obsol.
