Important types of fibrous cellulosic materials other than wood used for mass production are mentioned in the general provisions of this chapter. The fibrous mass obtained from regenerated paper or cardboard (waste paper and waste) is usually presented in the form of dried and bundled sheets and contains heterogeneous mixtures of cellulose fibers. It can be white or unbleached. This mass is obtained by a number of mechanical or chemical processes of cleaning, sorting and discoloration. Depending on the material used and the duration of processing, the mass may contain small amounts of impurities such as ink or printing paints, kaolin, starch, polymer coatings or adhesives. The fibrous mass of this heading, other than the mass obtained from regenerated paper or cardboard (waste paper) may be obtained by mechanical process, chemical process or combinations thereof.

For the purposes of heading 4702, the term “wood cellulose, soluble varieties” means wood cellulose of 92 wt.% or more insoluble fraction for natron or sulphate cellulose or 88 wt.% or more for sulphite cellulose after being aged for 1 hour in a solution of caustic soda containing 18% sodium hydroxide (NaOH) at a temperature of 20 °C, and with an ash content of not more than 0.15 wt.% for cellulose.
