Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 4806 5 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
4806 Vegetable parchment, fat-resistant boom aga, tracing and pergamine and other shiny transparent or translucent paper, in rolls or sheets: 4806 10 - vegetable parchment 4806 20 - fat-resistant paper 4806 30 - tracing 4806 40 - pergamine and other shiny transparent or translucent paper
Vegetable parchment is made by immersion for a few seconds unpaved and without a filler of good quality paper in sulfuric acid. Under the action of acid, part of the cellulose turns into an amyloid form, the character of which is studied by pulp and impermeability. After careful washing and drying, the resulting product is much stronger than the original paper, semi-transparent, oil - and fat-resistant, and sufficiently water- and gas-tight. Heavier and tougher varieties of plant parchment paper, as well as the product obtained by wet pressing two or more sheets of plant parchment paper, are known as plant parchment cardboard. Similar types of paper can be obtained by the same method, but with the addition of titanium oxide to the mass. Paper obtained in this way, despite the fact that it is parchment, becomes opaque.
Vegetable parchment paper is used as a protective wrapper for fatty foods (e.g., butter, lard) and other products, for packaging dynamite, as membranes in osmosis and dialysis processes, diploma paper, etc., as tracing and drawing paper for certain purposes, in the manufacture of greeting cards, etc. Vegetable parchment for arton is used as a substitute for parchment in binding, for the manufacture of lampshades, road accessories, etc. Paper which is parched on one side only (used in the manufacture of certain types of wallpaper) is also included in this heading. Fat-resistant paper (known in some countries as "parchment paper imitation") is made directly from cellulose (usually sulfite cellulose) by splitting the fibers into thin fractions and hydra olizas by prolonged grinding in water. Paper at the same time turns translucent and largely oil - and fat-resistant. Basically, it is used for the same purposes as vegetable parchment, but being cheaper, especially suitable for wrapping fatty foods. It hardly glosses and looks like plant parchment, but differs from it less water resistance. Vegetable parchment and greaseproof paper are sometimes made softer and more transparent due to the use of glycerol, glucose, etc. during surface treatment. Such processing does not affect their classification. Giroproof paper can be distinguished from plant parchment by testing its resistance to water. After immersion in water for a few minutes, the plant parchment breaks with great difficulty to form a clean break, while greaseproof paper treated in the same way easily breaks to form a more fibrous break. Similar paper (imitation of fat-resistant paper), but having less pronounced fat-repellent properties, is obtained with a shorter grinding mass, and when the hydrolysis of the fibers is not completed. To increase transparency and abras - cookies of a more brilliant finish, paraffin wax or stearin are added to the mass. A type of tracing, like fat-tight paper, is obtained by prolonged grinding of cellulose in order to obtain high transparency. This heading also covers other types of tracing. Pergamine, a polished transparent paper, is made in the same way as greaseproof paper, but its characteristic transparency and high density are given to it in the final stage of production by re-moisturizing and pressurizing between hot shafts in the supercalander. Similar shiny transparent paper is currently produced by the same method, but with the addition of plastics or other materials. Hollowed transparent or translucent paper is mostly not painted, but its shaded types (painted semitransparent paper) are also obtained by adding a coloring substance to the mass. They are usually less impermeable than vegetable parchment or greaseproof paper, but are also used as a protective wrapper for food, confectionery, etc., in the manufacture of windows for envelopes, and in the form of sliced chips they are an excellent packaging material, for example, for chocolate.
As regards the dimensions of the articles of this heading, see Note 8 to this heading.
group. This heading does not include paper which is made oilproof or waterproof by coating, impregnation or similar operations after the manufacture of paper (heading 4809 or 4811).
