4819 10 — Cartons, boxes and cases, of corrugated paper or paperboard
Cartons, boxes and cases, of corrugated paper or paperboard
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

4819 Cartons, boxes, cases, sacks, bags and other packing containers, of paper, paperboard, cellulose wadding or webs of cellulose fibres; box files, letter trays, and similar articles, of paper or paperboard, of a kind used in offices, shops or the like: 4819 10 – cartons, boxes and cases, of corrugated paper or corrugated paperboard 4819 20 – folding cartons, boxes and cases, of non-corrugated paper or non-corrugated paperboard 4819 30 – sacks and bags, having a base of a width of 40 cm or more 4819 40 – other sacks and bags, including cones 4819 50 – other packing containers, including record sleeves 4819 60 – box files, letter trays, storage boxes and similar articles, of a kind used in offices, shops or the like
(A) Cartons, boxes, cases, sacks, bags and other packing containers. This category covers containers of various kinds and sizes generally used for the packing, transport, storage or sale of goods, whether or not also having a decorative value. The heading includes cartons, boxes, cases, carrier bags, cones, bags, sacks, drums (containers) of paperboard made by winding or by any other method, whether or not reinforced with hoops of other materials, mailing tubes for documents, protective garment bags, cans, pots and similar containers (e.g., for milk or cream), whether or not waxed. The heading also includes paper sacks or bags for special purposes, such as vacuum cleaner bags, sick bags for passengers, envelopes and sleeves for gramophone records. The heading includes folding boxes and cases. These include: – cartons, boxes and cases in the form of separate articles, flat but assembled by means of folds and slots (e.g., cake boxes); and
– containers assembled or intended to be assembled by means of glue, staples, etc., on one side only, the construction of the container itself providing the means of forming the other sides, although, where possible, additional fastening means such as adhesive tape or staples may be used to secure the bottom or the lid. Articles of this category may be printed, i.e., with the name of the firm, instructions for use, illustrations. Thus, seed packets bearing pictures of the products and sowing directions in addition to the name of the firm, or packets for chocolate or cereals with pictures intended for the amusement of children, are included in this heading. Articles of this heading may also be reinforced or fitted with materials other than paper (e.g., textile backing, wooden supports, string handles, corners of metal or plastics). (B) Box files, letter trays and similar articles, of a kind used in offices, shops or the like. This category covers containers such as filing cabinets, box files, letter trays, storage boxes and similar articles which are rigid and have a longer life and usually a better finish than the packing containers of category (A) described above. They are used for filing or storing documents or stock of various kinds in offices, shops, warehouses, etc. These articles may be reinforced or fitted with non-paper materials (e.g., hinges, handles, closing devices of metal, wood, plastics or textile material). They may also be provided with frames of metal, plastics, etc., for holding index cards. The heading excludes: (a) articles of heading 4202 (travel goods, etc.); (b) articles of plaiting paper (heading 4602); (c) coated, laminated and printed paper or paperboard of heading 4811, in rolls, used for making packing containers, marked and creased to facilitate the cutting of each individual container from the rolls; (d) sample or collection albums (heading 4820); (e) sacks and bags woven from paper yarn, of heading 6305.
