Newspapers, journals and periodicals, whether or not illustrated or containing advertising material: other
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 4902 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
4902 Newspapers, magazines and other periodicals, whether or not illustrated, containing or not advertising material: 4902 10 – published at least four times a week 4902 90 – other
The distinguishing feature of the publications of this heading is that they constitute one edition in a continuing series, published under the same title at regular intervals, each edition being dated (even simply by indicating a period of the year, for example, "Spring 1996") and often also numbered. They may be uninterlaced or paper bound, but if they are otherwise interwoven or consist of more than one issue under a single cover, this heading is not covered (heading 4901). These editions usually form essentially readable material, but they can also be illustrated and even consist primarily of illustrations of native material. They may also contain advertising material. Types of publications included in this heading:
(1) Newspapers, daily or weekly, in the form of loose sheets of printed material, consisting mainly of current news of general interest, usually combined with literary articles on current, historical, biographical and other topics. They also usually contain a significant number of illustrations and advertisements. (2) Journals and other periodicals published weekly, in two weeks, monthly, or quarterly, either in the form of newspapers or in the form of paperback publications. They may be devoted mainly to the publication of information of a special nature or be of interest to a certain group of persons (for example, legal, medical, financial, commercial, secular or sports information). In the latter case, they are often published by interested organizations or by interested organizations. They can be intended for a wider range of individuals, such as the usual magazines ala with fiction. These include periodicals published by or for well-known industrial enterprises (e.g. automobile manufacturers) in order to increase interest in their products, specialized journals generally distributed only to industrial and other interested organizations, and periodicals such as fashion magazines that are issued by the firm or association for advertising purposes. Parts of large works (such as handbooks) are sometimes published weekly, after two weeks, etc., individual issues beyond a limited and predetermined period are not considered periodicals and are classified in heading 4901. Applications such as paintings, patterns, etc., issued with newspapers or periodicals and commonly sold with them, are considered part of these publications. Papers of old newspapers, magazines or other periodicals are classified in heading 4707.
