4908 90 — Transfers "decalcomanias" (excl. vitrifiable)

Transfers "decalcomanias" (excl. vitrifiable)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

Explanatory notes to heading 4908 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

4908 Translated pictures (decalcomania): 4908 10 - Translated pictures (decalcomania), capable of glassing 4908 90 - other

Transfers (decalcomanias) consist of pictures, designs or lettering in one or more colours, lithographed or otherwise printed on absorbent lightweight paper (or sometimes on thin transparent sheets of plastics) coated with a preparation, such as starch and gum, to receive the print, which is itself coated with an adhesive. This paper often has a heavier backing paper. The designs are sometimes printed on a metal sheet. When the printed paper is moistened and pressed lightly against a hard surface (e.g., glass, ceramics, wood, metal, stone or paper), the printed coating together with the picture, etc., is transferred to that surface. This heading also covers vitrifiable transfers, for example, transfers printed with vitrifiable preparations of heading 3207. Transfers may be used for decorative or utilitarian purposes, for example, for decorating ceramics or glass, or for marking various articles, such as vehicles, machines and tools. Transfers made and used primarily for the amusement of children are also covered by this heading, as are embroidery transfers or knitting transfers, consisting of paper on which the design is applied with a pigment which is generally transferred to the surface of the fabric by pressing with a hot iron. The articles described above should not be regarded as the products known as window transparencies of paper, which fall in heading 4814 or 4911 (see the Explanatory Note to heading 4814). This heading also excludes transfer paper known as stamping foil, coated with metal, with metal powder or with pigment and used for printing on book covers, hat bands, etc. (heading 3212). Other transfer paper used in lithography falls in heading 4809 or 4816.
