5003 00 — Silk waste, incl. cocoons unsuitable for reeling, yarn waste and garnetted stock

Silk waste, incl. cocoons unsuitable for reeling, yarn waste and garnetted stock

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

5003 Silk waste (including unwound cocoons, cocoon thread waste and cleaved raw materials)

This heading covers silk waste of all kinds, whether untreated or at various stages of treatment, before being converted into yarn. This includes: (A) Waste from raw materials, namely: (1) Cocoons that are not suitable for unwrapping: leaky or torn cocoons (damaged by a pupa, parasites, damaged accidentally or otherwise) with a severed thread; cocoons that are so damaged that not yet broken threads will break at damaged points in the process of unwrapping the cocoons; cocoons that are stained or contaminated, containing or not containing pupas, etc. (2) Cocoons. A silk mesh formed by loose, tangled threads with which a silkworm caterpillar covers a cocoon to hold it in a certain position on a branch; they often contain pieces of leaves or twigs. (B) Waste generated during the unwinding of cocoons, in particular: (1) Freezone (cococo-mothing waste). This term refers to coarse threads forming the outer layer of the cocoon shell; initially they are removed with small brushes and then cut off, after which the unwound part of the cocoon shell remains. Freeson goes on sale in the form of tangled tangles or bundles of threads. (2) Cocoons in which defects are found and cocoons discarded during unwinding (sometimes known as "bassine"). (3) "Balls" or "telettes", that is, the unwound part of the thread forming the inner part of the cocoon, still containing the pupa, and "Odonka", which are obtained by soaking the "balls" in warm water for the purpose of removing the pupa and subsequent drying. (C) A ruptured or knotted thread or tangled mass of fibers or filaments. They are obtained as waste in the processes of torsion, rewinding or weaving. (D) Products obtained after silk waste scalding and combing (known in some countries as "shapp"). These products are then formed into layers or canvases of more or less parallel fibres, but at a subsequent stage of the process they are converted into narrower bands or g guts (ribbon or flat). Such products which have not yet been spinned remain in this heading. They include a straight line that stretches to a thickness almost equal to that of a single-stranded yarn, but usually with a very small twist;

It is not to be mixed with the yarn of heading 5005. (E) The silk-fucking silk. Silk crested silk is the residue obtained in the process of combing the waste referred to in point (D) above. This residue of lower quality compared to the silk waste related to point (D), it has shorter fibers and cannot therefore be subjected to further combing, but can also be treated on scratch machines and undergo other different treatment before spinning. Silk comb wool treated in this manner is classified in this heading provided it is not spinned. (F) Eyes. These are very short fibers removed in the process of scratching silk paddle. (G) Fragmented raw materials. This raw material is obtained as a result of cleavage of a flap or other waste of silk fabrics or products up to their constituent fibers. This heading does not cover: (a) wool (heading 3005 or 5601); (b) textile fluff and dust and nodules of silk (heading 5601); (c) rags of silk (group 63).

5004 Silk thread (other than silk waste yarn) not packaged for retail sale

This heading covers thrown silk, i.e., yarn obtained by twisting (single yarns or folded yarns of two or more plies) raw silk of heading 5002. However, such yarn is excluded from this heading if put up for retail sale (heading 5006) or if it meets the definition of twine, cordage, etc. (heading 5607) (see Parts (I) (B) (2) and (3) of the General Explanatory Note to Section XI). The yarns of this heading differ from yarn spun from silk waste, covered by the following heading, in that they are formed from filaments. There are many varieties, including: (1) Single yarns (sometimes called "singles"), obtained by twisting a single thread of raw silk. Such highly twisted yarns are often called crepe, muslin or chiffon twist yarns. (2) "Tram", obtained by lightly twisting two or more threads of untwisted raw silk; it is used as weft. (3) "Crepe twist", usually highly twisted yarns. (4) Organzine yarns, obtained from two or more threads of raw silk which are well twisted by doubling threads with opposite twist. Grenadine yarns are highly twisted organzine yarns. These yarns are used mainly as warp.

All these threads can be decoupled or trimmed. This heading does not include an imitation of a silk ketgut of heading 5604.
