Hair of camel or yak, or of angora goats, Tibetan goats or similar goats, neither carded nor combed

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 5102 4 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

5102 Animal hair, fine or coarse, not cardo- or crested (+): – fine animal hair: 5102 11 – Kashmiri goats 5102 19 – other 5102 20 – coarse animal hair

(1) Throughout the Nomenclature, the expression "fine animal hair" means the hair of alpaca, llama, vicuna, camel (including dromedary), yak, Angora goat (mohair), Tibetan, Kashmir (cashmere) or similar goats, rabbit (including Angora rabbit), hare, beaver, nutria or muskrat (see Note 1 (b) to this Chapter). Fine animal hair is usually softer and less crimped than wool. The hair of alpaca, llama, vicuna, camel (including dromedary), yak, Angora, Kashmir (cashmere) or similar goats or Angora rabbit is usually spun into yarn, like wool; it is also used for making wigs and for the production of dolls' hair. Other fine animal hair (e.g., of hare, common rabbit, beaver, nutria or muskrat) is usually not suitable for spinning and is used for the manufacture of felt or fur felt, stuffing, padding, etc. (2) Throughout the Nomenclature, the expression "coarse animal hair" means the hair of all other animals not mentioned above in Part (1), excluding wool (heading 5101), hair of the manes or tails of equine or bovine animals (classified as "horsehair" of heading 0511), bristles of piglets, pigs or boars and badger hair or other brush-making hair (heading 0502) (see Note 1 (c) to this Chapter). Coarse animal hair covered by this heading also includes hair from the flanks of bovine animals or horses, and of common goats, dogs, monkeys or otters. Coarse animal hair is generally used in the manufacture of yarn of high linear density or coarse fabrics, felts or carpets, or as padding or stuffing. Animal hair obtained by gathering during moulting, by shearing and by pulling from skins, etc., falls in this heading only if it has not been carded or combed, but its classification in this heading is not affected by washing, bleaching, dyeing or artificial curling (the latter operation being mainly used for coarse animal hair intended for stuffing). The heading excludes: (a) Human hair (heading 0501); (b) Raw hides and skins and raw furskins (headings 4101 to 4103 or 4301);

(c) waste of fine or coarse animal hair (heading 5103); (d) cleaved raw material of fine or coarse animal hair (heading 5104); (e) fine or coarse animal hair subjected to cardio- or cresting (heading 5105); (f) fine or coarse animal hair prepared for the manufacture of wigs or similar articles (heading 6703).

Explanation of the subheading. Subheading 5102 11 For the purposes of subheading 5102 11, the term “Kashmiri goat hair” means the thin soft hair undercoat of a goat breed originally bred in Kashmir but now bred in some other regions of the world. This subheading does not take into account the region of animal breeding.
