Wool and fine or coarse animal hair, carded or combed (including combed wool in fragments): carded wool

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 5105 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

5105 Wool and fine or coarse animal hair, carded or combed (including combed wool in fragments) (+): 5105 10 – carded wool – wool tops and other combed wool: 5105 21 – – combed wool in fragments 5105 29 – – other – fine animal hair, carded or combed: 5105 31 – – of Kashmir (cashmere) goats 5105 39 – – other 5105 40 – coarse animal hair, carded or combed

This heading covers: (1) Wool and fine or coarse animal hair (including waste and garnetted stock), carded in preparation for woollen spinning. (2) Wool and fine animal hair, combed after "preparing" operations (processing on gill boxes) or after carding. The purpose of carding (on special carding machines) is to disentangle the fibres, lay them more or less parallel and free them wholly or partly of any foreign matter (mainly vegetable) still present. The fibres are then formed into a web. Where woollen products are required (i.e., products which have undergone carding only), the web is divided lengthwise into numerous strips which are rolled or rubbed into slubbing to increase the cohesion of the fibres and to facilitate their conversion into yarn. The slubbing is wound on bobbins and may be used without further operations for spinning into woollen yarn. If, on the other hand, worsted (combed) products are required, two alternative processes may be applied: either the carded web is combed, or the wool or animal hair is not first carded but, before combing, undergoes a "preparing" process in which the material is treated on gill boxes (also known as "gills") which separate and straighten the fibres. During the subsequent combing operation the short fibres are removed, mainly in the form of noils, while the remaining fibres are laid parallel to form a combed sliver. Any remaining vegetable matter is also removed with the noils. The combed sliver is then drawn on gill boxes, which ensures thorough blending of fibres of different lengths, and the resulting sliver is wound into balls known as "tops". Materials, mainly hair, which are not wound into balls often leave this stage in the form of compressed coils, held tightly between two sheets of paper and known as "packed tops". The combed sliver undergoes a series of drawing and doubling operations which convert it into roving. The roving is wound on bobbins ready for further processing into worsted yarn. The heading covers the slubbing, carded sliver, combed sliver and roving referred to above, and also cut or broken tops and cut or broken carded sliver, which have been specially cut or broken into short lengths of approximately equal size. The heading also covers combed wool in pieces, sometimes known as "combed wool in bulk", "scoured deburred wool" or "broken tops". This wool, usually scoured, is wool mechanically deburred on the appropriate equipment of the processing line (carding and combing) normally used in the production of wool tops for worsted spinning. After processing on the combing machine, the continuous sliver produced is drawn and broken into irregular fluffy pieces which are then pressed into bales. The product consists of short fibres (average fibre length less than 45 mm) and is suitable for the woollen or cotton spinning systems, but not for worsted spinning. It must therefore undergo a second carding before spinning. In appearance it resembles fluffy scoured wool free of vegetable

inclusions. It is to be noted that certain types of flattens may have nearly the same diameter as the single-strand yarn of headings 5106 to 5110, and may also be slightly twisted, but since they have not yet been spinned, they are not yarns and therefore belong to this heading. Processes such as bleaching and dyeing do not affect the inclusion of products in this heading. This heading does not cover: (a) wool (heading 3005 or 5601); (b) wool prepared for the manufacture of wigs or similar articles (heading 6703). Explanation of the subheading. Subheading 5105 31 The provisions of the Explanatory Note to subheading 5102 11 are, mutatis mutandis, for the products of this subheading.
