5106 20 — Carded wool yarn containing predominantly, but < 85% wool by weight (excl. that put up for retail sale)
Carded wool yarn containing predominantly, but < 85% wool by weight (excl. that put up for retail sale)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 5106 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
5106 Woolen hardware spinning yarn, not packaged for retail sale: 5106 10 - with a wool content of 85 wt.% or more than 5106 20 - with a wool content of less than 85 wt.%
This heading includes wool yarn of hardware spinning, single-stranded or multi-twisted (twisted), that is, such as is obtained from a thick flatten, from wool that has been scratched (but not combed). It also includes y yarn, known as semi-combed yarn, which is obtained from scratched (but not paddled) tape in the manner used to produce yarn paddle spinning. All this yarn is usually wound in conical reels or cobs. This heading also includes wool yarn of hardware spinning obtained from combed wool in the segments described in the HS Explanatory Note to heading 5105. A yarn is not included in this heading if it is packaged for retail sale (see General Clause (I)(B)(3) of Section XI). The yarn of this heading consists of short fibres or a mixture of long and short fibres which are not parallel but are mixed and crossed. It is usually less uniform and usually more weakly twisted than the yarn of crest spinning. This yarn may be subjected to the treatment referred to in point (I)(B)(1) of the general provisions of Section XI. A twisted yarn in which several strings of wool scratched and several strings of wool combed is classified in heading 5106 or 5107 according to which wool, scratched or combed, predominates by weight.
