5201 00 10 — Cotton, neither carded nor combed, rendered absorbent or bleached
Cotton, neither carded nor combed, rendered absorbent or bleached
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 5201 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
5201 Cotton fibre, not cardio- or crested
The seeds contained in the boxes (fruits) of cotton (Gossypium) are covered with cotton fibers. These fibers consist of cellulose and are coated with a waxy substance. Their outer surface is smooth and their natural color is white, yellowish or even brownish or reddish. Raw cotton is harvested when the ripened boxes open to one degree or another; the boxes are not collected, and the cotton fibers are extracted from them directly on the plant along with the seeds, to which they are then separated in the process of ginning the raw cotton. This heading includes uncooked cotton fibres (raw cotton) or ginned fibres (which still contain some particles of boxes, leaves or earth). In addition, it includes cotton fibers (different from cotton linen and waste) that are purified, bleached, painted or treated in such a way that they can later be used as an absorbent. International trade in cotton raw materials concerns almost entirely the sale of cotton fiber, which is usually supplied in the form of compressed bales; cotton fiber, peeled on baking or trepal machines, is formed in the form of loosened wide continuous canvases. Cotton linen is dealt with in heading 1404.The fibres of this heading are generally of a length of 1 to 5 cm, and are thus easily distinguished from cotton linen consisting of fibres generally of less than 5 mm in length. This heading also excludes (a) cotton (heading 3005 or 5601); (b) cotton waste (heading 5202); and (c) cotton fiber subjected to cardio- or combing (heading 5203).
