Cotton waste (including yarn waste and garnetted stock): yarn waste (including thread waste)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

In general, this heading includes cotton waste produced in the preparation of cotton fiber for spinning or in the processes of spinning, weaving, knitting, etc., and in the plucking of cotton products. It thus includes: comb waste, usually combing; eyeglasses, taken from the drums of scratch machines or the paddle drums of comb machines; torn fibres, separated in the process of pulling; ribbon or fins; fluff from scratch machines; tangled yarn and other yarn waste; yarn and fibers, obtained by cleaving the flap. These wastes may contain oiling substances, dust or other impurities or may be cleaned, bleached or painted. They can be used for spinning or for other purposes. This heading does not cover: (a) cotton lint (heading 1404); (b) wool (heading 3005 or 5601); (c) cotton fibre waste subjected to cardio or combing (heading 5203); (d) textile fluffs and dusts and nodules (heading 5601); (e) used or new rags and other pieces of textiles (heading 6310).
