True hemp "Cannabis sativa L.", raw or processed, but not spun; tow and waste of true hemp, incl. yarn waste and garnetted stock
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

5302 True hemp (Cannabis sativa L.), raw or processed but not spun; tow and waste of true hemp (including yarn waste and garnetted stock): 5302 10 – true hemp, raw or retted 5302 90 – other
This heading covers only true hemp (Cannabis sativa L.), a plant grown in very varied climatic zones and on various soils. The fibres are contained in the bast of the plant and are separated by a series of operations similar to those used in the case of flax (see the Explanatory Note to heading 5301). The heading covers: (1) Raw hemp, i.e., hemp as harvested, whether or not the leaves and seeds have been removed. (2) Retted hemp, in which the fibres are still attached to the woody part of the plant but the bond has been loosened by retting. (3) Scutched hemp, consisting of separate fibres, sometimes 2 m or more in length, detached from the plant by scutching. (4) Combed hemp or hemp fibres otherwise prepared for spinning, usually in the form of slivers or rovings. (5) Hemp tow and waste. These include waste obtained during scutching or combing, yarn waste obtained during spinning, weaving, etc., and garnetted stock obtained by pulling rags, pieces of rope or cordage, etc. Tow and waste are included in this heading whether suitable for spinning into yarn (in the form of slivers or rovings) or suitable only for use as caulking material, for padding and stuffing, in the manufacture of paper, etc. Cottonising (similar to that sometimes applied to flax), bleaching or dyeing does not affect classification in this heading. The heading excludes: (a) other vegetable fibrous materials sometimes called hemp, e.g.: (1) Mexican "Tampico" hemp (a Spanish hard bast fibre) (heading 1404 or 5305); (2) gambo or kenaf (Hibiscus cannabinus), roselle hemp (Hibiscus sabdariffa), abutilon, or China jute (Abutilon avicennae), Indian, Bengal, Madras, Calcutta, Bombay or Benares hemp (Crotalaria juncea) and Queensland hemp (Sida) (heading 5303); (3) Haiti hemp (Agave foetida), Manila hemp (abaca), aloe hemp (Furcraea gigantea) and New Zealand hemp or flax (Phormium tenax) (heading 5305); (b) the hard woody part of the plant removed during scutching (heading 4401);
(c) True hemp yarn (heading 5308); (d) Rags or scrap ropes or cordage (Chapter 63).

(b) in brushes or rolls weighing not more than 125 g;
(c) in pasmas or coils comprising several smaller pasmas or coils separated by threads which make them independent of each other, each of these smaller pasmas or coils weighing not more than 125 g.
