Wadding of man-made fibres and articles thereof (excl. sanitary towels and tampons, napkins and napkin liners for babies and similar sanitary articles, wadding and articles thereof impregnated or coated with pharmaceutical substances or put up for retail sale for medical, surgical, dental or veterinary purposes, and products impregnated, coated or covered with perfumes, cosmetics, soaps, detergents etc.)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

5601 Wadding of textile materials and articles thereof; textile fibers not exceeding in length 5 mm (fluff), textile dust and nodules: – wool of textile materials and articles thereof: 5601 21 – from cotton fibers 5601 22 – from chemical fibers 5601 29 – – other 5601 30 – down and dust textile and nodules

(A) WATER FROM TEXTIL MATERIALS AND FACTURES FROM THESE WATCHES, classified in this heading, is made by superimposing one on another several layers of combed or pneumatically stacked textile fibers, followed by pressing them to increase the adhesion of the fibers. Wat is sometimes slightly punched in order to increase the adhesion of the fibers and in some cases fix a layer of cotton based on fabric or other textile materials. Vata takes the form of a flexible, spongy, high-volume fabric of uniform thickness, the fibers in which are easily separated. It is usually made from cotton fibers (hygroscopic or other cotton wool) or from artificial fibers. Low-grade wool is made from scratching or cleavage waste and usually contains nodules or yarn waste. Vata belongs to this heading, whether or not it is bleached, painted or unpainted, printed or unprinted. This heading also includes wool on which a small amount of adhesives are sprayed in order to improve the adhesion of the outer fibers; unlike nonwovens, the fibers of the inner layers of such wool are easily separated. However, it should be noted that wool treated with adhesive substances and in which these substances have penetrated the inner layers is classified as nonwoven material in heading 5603, even if the fibers of the inner layers are easily separated. Watt which is fixed on an internal or external textile basis by light piercing, and wool coated on one or both sides with paper, textile or other material rial (stitched or glued) are also included in this heading, provided that it has the essential property of wool and is not a product of heading 5811. Wat is widely used as a cushioning material (for example, in the production of shoulder pads, interior pads for clothing, cushions for jewelry boxes, etc., in upholstery and in pressing machines for laundry), as a packaging material for sludge and for sanitary and hygienic needs.

The heading also covers wadding in the piece or cut to length and articles of wadding, other than those falling in other more specific headings of the Nomenclature (see the exclusions below). Articles of wadding falling in this heading include: (1) Window, door or similar draught excluders, consisting of rolls of wadding spirally wound with yarn, other than those entirely covered with textile material (heading 6307). (2) Articles of wadding used for decoration, other than those having the character of articles of Chapter 95. As regards articles of wadding, the heading excludes: (a) wadding or articles of wadding, impregnated or coated with pharmaceutical substances or put up in forms or packings for retail sale for medical, surgical, dental or veterinary purposes (heading 3005); (b) wadding impregnated or coated with substances or preparations (e.g., perfumes or cosmetics (Chapter 33), soaps or detergents (heading 3401), polishes, creams or similar preparations (heading 3405), fabric softeners (heading 3809)) where the textile material is present merely as a carrier; (c) cellulose wadding and articles thereof (generally Chapter 48); (d) carded cotton fibre in the form of sliver used by hairdressers (e.g., "hairdresser's wadding") (heading 5203); (e) quilted textile products in the piece, composed of one or more layers of textile materials assembled with padding by stitching or otherwise, other than embroidery of heading 5810 (heading 5811); (f) garment pads (heading 6117 or 6217); (g) artificial flowers, foliage or fruit and parts thereof (heading 6702); (h) theatrical wigs, false beards and other articles of heading 6704; (ij) festive, carnival or other entertainment articles, Christmas tree decorations and other articles (e.g., dolls' wigs) of Chapter 95; (k) sanitary towels (pads) and tampons, babies' napkins and diapers and similar articles of heading 9619.

(b) TEXTILE FIRES NOT exceeding 5 mm in length (FUCK) AND TEXTILE DUSTICE "FUCK" consists of textile fibers not exceeding 5 mm in length (silk, wool, cotton, chemical fibers, etc.). It is obtained as waste during various finishing operations and especially from cutting velvet. It is also formed when cutting a textile harness or fibers. Textile dust occurs in the form of waste or by grinding textile fibers to a powdered state. Textile down and dust are classified in this heading even if they are bleached or painted or if the fibers are artificially twisted. These products are widely used for a variety of purposes (for example, for mixing with other fibers and processing into yarn, for making imitation suede, for covering or decorating wallpaper, as a basis for face powder or cosmetics). Textile down and dust treated with perfume products are not included in this heading (heading 3307). The down of this heading is not to be confused with the down obtained from rags and

used for the abbreviation of bedding, pillows, etc. Such down is considered in the relevant heading in Chapters 50 to 55 as waste.

Nodules are small, similarly sized lumps (sometimes slightly elongated) of silk, wool, cotton, chemical fibers, etc., usually formed by rolling fibers between two discs. They can be bleached or stained and are used in the production of shaped yarn imitating handicraft yarn.

Notes to chapter 56 — Wadding, felt and nonwovens; special yarns; twine, cordage, ropes and cables and articles thereof 4 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. This chapter does not cover:

(a) wadding, felt or nonwovens, impregnated, coated or covered with substances or preparations (for example, perfumes or cosmetics of Chapter 33, soaps or detergents of heading 3401, polishes, creams or similar preparations of heading 3405, fabric softeners of heading 3809), where the textile material is present merely as a carrying medium;

(b) textile products of heading 5811;

(c) natural or artificial abrasive powder or grain, on a backing of felt or nonwovens (heading 6805);

(d) agglomerated or reconstituted mica, on a backing of felt or nonwovens (heading 6814);

(e) metal foil on a backing of felt or nonwovens (generally, Section XIV or XV); or

(f) sanitary towels (pads) and tampons, napkins (diapers) and napkin liners and similar articles of heading 9619.

2. The term ‘felt’ includes needleloom felt and fabrics consisting of a web of textile fibres the cohesion of which has been enhanced by a stitch-bonding process using fibres from the web itself.

3. Headings 5602 and 5603 cover, respectively, felt and nonwovens, impregnated, coated, covered or laminated with plastics or rubber, whatever the nature of these materials (compact or cellular). Heading 5603 also includes nonwovens in which plastics or rubber forms the bonding substance. Headings 5602 and 5603 do not, however, cover:

(a) felt impregnated, coated, covered or laminated with plastics or rubber, containing 50 % or less by weight of textile material or felt completely embedded in plastics or rubber (Chapter 39 or 40);

(b) nonwovens, either completely embedded in plastics or rubber, or entirely coated or covered on both sides with such materials, provided that such coating or covering can be seen with the naked eye with no account being taken of any resulting change of colour (Chapter 39 or 40); or

(c) plates, sheets or strip of cellular plastics or cellular rubber combined with felt or nonwovens, where the textile material is present merely for reinforcing purposes (Chapter 39 or 40).

4. Heading 5604 does not cover textile yarn, or strip or the like of heading 5404 or 5405, in which the impregnation, coating or covering cannot be seen with the naked eye (usually Chapters 50 to 55); for the purpose of this provision, no account should be taken of any resulting change of colour.
