Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Section XI. Textiles and textile articles
Explanatory notes to heading 5703 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
5703 Carpets and other textile floor coverings, whether tafted, finished or unprepared: 5703 10 – of wool or fine hair of animals 5703 20 – of nylon or other polyamides 5703 30 – of other chemical textile materials 5703 90 – of other textile materials
This heading includes tufting carpets and other tufting textile floor coverings made on tafti ng machines in which, by a system of needles and hooks, the textile thread is introduced into a finished substrate (usually fabric or nonwoven material) for the formation of hinges or bundles, if needles and hooks are used in conjunction with a cutting device. The threads forming e pile are then fixed with a rubber or polymer coating. Before this coating dries, it is usually coated with a second layer of low-density woven textile material, such as jute, or foamed rubber. This heading also includes tufting carpets and other tufting textile floor coverings made with or by hand. The articles of this heading differ from the tufted textile articles of heading 5802 by, for example, rigidity, thickness and strength, making them suitable for use as floor coverings.
