5705 00 — Carpets and other textile floor coverings, whether or not made up (excl. knotted, woven or tufted "needle punched", and of felt)
Carpets and other textile floor coverings, whether or not made up (excl. knotted, woven or tufted "needle punched", and of felt)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 5705 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
5705 Carpets and textile flooring other, finished or unprepared
This heading covers carpets and textile floor coverings other than those specified in the more specific heading of this Chapter. This heading includes:
(1) Carpets with laminated pile, in which the pile surface is glued either to the substrate or directly to the adhesive substance forming the base. The connection can be achieved by adhesion, heating or both, as well as by ultrasonic welding. The pile can be glued on one side of the substrate or between two substrates, in the second case - for subsequent cutting of the pile and obtaining two carpets. (2) Nonwoven carpets consisting of a layer of combed textile fibers, twisted between grooved rollers with the formation of hinges, which can either be fixed by digging in the form of a thick layer of rubber, plastics, etc., which also serves as a substrate, or attached to the woven base with appropriate adhesives. (3) Carpets obtained by "flocking", i.e. fixing textile fibers vertically on a textile substrate coated with rubber, plastics, etc. (4) Knitted carpets and tracks. They usually have the form of carpet or plush "moquet", or sometimes fur.
