Ornamental trimmings of textile materials, in the piece, not embroidered, other than knitted or crocheted; tassels, pompons and similar articles of textile materials (excl. braids in the piece)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

5808 Weaved in a piece; finishing materials without embroidery in a piece, except knitted machine or hand knitting; brushes, pompoons and similar articles: 5808 10 – braided braiding in a piece 5808 90 – other

(A) BRAIDS IN THE PIECE; ORNAMENTAL TRIMMINGS IN THE PIECE, WITHOUT EMBROIDERY, OTHER THAN KNITTED OR CROCHETED In addition to braids, this part of the heading covers articles of various lengths intended for trimming or decorating clothing (women's clothing, military uniforms, ecclesiastical vestments, theatrical costumes) or for decoration (including upholstery in ships or vehicles). These articles may be fitted with hooks, clasps, eyelets, rings and similar purely accessory fittings, provided their character as individual articles is not changed; they may also be trimmed with spangles, beads and other accessories, provided these are not fixed to the article as appliqué work, since in that case they are regarded as embroidery of heading 5810. The articles covered by this heading include: (1) Flat or tubular braids. These articles are obtained by interlacing diagonally yarn or monofilament, strip or the like of Chapter 54. In flat braids the yarns run diagonally from one edge to the other in a zigzag or more complex path, whereas in tubular braids the yarns run spirally; in both cases half the yarns run in one direction and half in the other, and they interlace in a definite, usually simple, pattern. In certain types

braids, additional threads may be interlaced along its length to give density to the edge, or in a definite sequence to produce a pattern. Braids are made on special machines known as braiding machines. The various types of braid include: laces (e.g., for boots or shoes), piping cords for dresses, soutaches, trimming cords, braided galloons, etc. Tubular braids may have a textile core. Braids are used for edging or ornamenting certain garments (e.g., trimmings and pipings) or for ornamenting articles (e.g., curtain tie-backs), as sheathing for electric wire, for making shoe laces, cords for jackets and ski suits, cords for girdling dressing gowns, etc. Such braids are distinguished from the plaited articles of heading 5607 by their less dense plaiting and less compact structure. However, the heading excludes braids specifically covered by other headings, in particular: (a) cords of monofilament of which any cross-sectional dimension exceeds 1 mm or of strip and the like of a width exceeding 5 mm, of plastics or of other plaiting materials (heading 4601); (b) twine, cordage, ropes and plaited imitation catgut of heading 5607; (c) braided wicks for lamps, stoves, lighters, candles or the like (heading 5908); (d) hosepiping and similar tubing (heading 5909); (e) conveyor or transmission belts or belting of heading 5910; (f) articles for technical uses of heading 5911 (that is, braids used in industry as packing or lubricating material); (g) slide fasteners (heading 9607), and hooks, eyes and snap-fasteners of base metal fixed at intervals on braid, provided that the hooks, eyes and snap-fasteners give the articles their essential character (heading 8308 or 9606, as the case may be). (2) Gimped and similar cords. These are gimped articles resembling gimped yarn but with a thicker core consisting of a bundle of yarns or of textile rovings which are twisted during the manufacture of the article. They are often wrapped with yarns which are themselves twisted. Cords fall in this heading if they are of great length and are used as trimmings on made up articles, for making dressing-gown girdles, curtain cords, etc. The heading excludes metal wire gimped with textile material, namely: (a) iron or steel wire for making hat frames (milliners' wire) and stems of iron or steel wire for artificial flowers or hair curlers (heading 7217); (b) insulated electric wire (heading 8544). (3) Narrow fabrics with fringes (looped or cut) woven into their edges. These articles are made on ribbon looms, the edge trimming being produced by manipulating the weft thread or by means of slack thick warp threads.

In the first case, the refining thread does not form edges with two external main threads, but passes further than them, forming loops; these loops are obtained by curling the weaves around two or more beams of wire, installed on the weaving machine parallel to the base and removed when the fabric is ready. In the second case, unstretched thick threads are inserted into the edge at intervals using some weasel threads, while the pre-wires hold them at some distance from the fabric in the intermediate sections, thus forming loops. The loops obtained by this method can be at a greater or smaller distance from each other and at regular or irregular intervals. Sometimes they are cut to produce a fringe edge, which can then be tied into knots or decorated with brushes, pompos, etc. These narrow fabrics are mainly used to frame or decorate furniture or garments. Ribbons with serrated sludge and fringed edges and serrated ribbons are not included in this heading (heading 5806). (4) Other finishing materials in a piece. This heading also includes a variety of narrow articles of length suitable for the decoration of clothing, interior, etc. They are usually made of tapes, wicker braiding or other products mentioned above. They may be obtained by stitching or other processing of one such article, or by joining two or more articles together with a decorative art (i.e., ribbon or braided braid with a finishing kerb or galoon, or intrusion; tape or braided braid with brushes or other ornaments inserted at intervals along the length, except embroidery by application). This heading does not cover knitted finishing materials of machine or hand knitting of headings 6002 to 6006. (B) Tassels, pompons and analogous articles Unlike the articles referred to in (A) above, these are separate articles, among which tassels of all sizes and shapes and finishing ends for the decoration of cords, etc., for example: (1) Cores (of wood or other material) covered with textile threads, the ends of which are sometimes left hanging freely and many of them are finished with lace or rows of small brushes. (2) Simple bundles of textile threads, folded or connected, with freely hanging ends. (3) Cores having the form of olives or nuts (wood, paper, etc.) covered with textile material, sometimes with a hollow core, allowing them to be used as sliding rings. (4) Pompons, that is, short threads held together in the middle and flung in all directions. All of these products may have a loop to anchor them; they are used mainly in the interior and to a lesser extent for clothing. They are mainly decorative in nature. This heading does not cover individual articles other than those mentioned above. Sockets of braided braiding and finishing materials of this heading belong to the commodity

heading 6217 or 6307. Aiguillettes, epaulettes and binocular straps of the same materials fall in heading 6217, while shoe laces, corset laces, etc., of these materials, with ends plaited or otherwise treated to prevent unravelling, as well as sword knots made of these materials, fall in heading 6307. The textile materials used in making the articles of this heading are very varied. They include silk, wool, fine animal hair, cotton, flax, man-made fibres and metallised yarn. In addition to the exclusions already mentioned, the heading excludes galloons and other trimmings which are simple woven ribbons meeting the definition of narrow woven fabrics (heading 5806).

(b) tubular woven fabrics of a flattened width not exceeding 30 cm; and

(c) bias binding with folded edges, of a width when unfolded not exceeding 30 cm. Narrow woven fabrics with woven fringes are to be classified in heading 5808.

6. In heading 5810, the expression ‘embroidery’ means, inter alia, embroidery with metal or glass thread on a visible ground of textile fabric, and sewn appliqué work of sequins, beads or ornamental motifs of textile or other materials.
