Blankets and travelling rugs are usually made of wool, animal hair, cotton or man-made fibres, often with a raised napped surface, and are generally of thick material with a coarse texture, for protection against cold. This heading also covers rugs and blankets for cots or perambulators. Travelling rugs are usually fringed (by protruding warp or weft threads), but the edges of blankets are generally hemmed or bound. This heading does not cover: (a) specially shaped animal covers (heading 4201); (b) bedspreads and quilted covers (heading 6304); (c) quilted or stuffed bedspreads of heading 9404.
