This heading covers: (1) Curtains (including drapes) used, for example, on the inside of windows or to close off alcoves, theatre stages, etc. The term "curtains" covers lightweight and transparent or semi-transparent articles as well as articles of heavy fabrics. (2) Interior blinds, generally opaque, mounted on various rollers (e.g., those used in railway carriages). (3) Valances, consisting of strips of fabric fixed above windows to conceal the top of curtains, and bed skirts fixed to beds to cover and decorate them. This heading also covers fabric in the piece which has been processed after weaving in such a way that it is clearly suitable for conversion by a simple operation into finished articles of this heading (i.e., fabric with a frill sewn along one edge, which is converted into curtains simply by cutting into pieces of the required length and hemming). The heading excludes outside blinds (heading 6306).

(ii) blankets and road blankets;
(iii) bed linen, dining, toiletry and kitchen clothes;
(iv) decorative articles, excluding carpets of headings 5701 to 5705 and hand-woven tapestries of heading 5805;
(b) shoes and hats made of any material other than asbestos.
For inclusion in this heading, the products referred to above must meet the following two requirements:
(i) must show signs of significant wear and tear, and
(ii) must be presented in bulk or in bales, bags or similar packaging.
