6501 00 — Hat-forms, hat bodies and hoods of felt, neither blocked to shape nor with made brims; plateaux and manchons, incl. slit manchons, of felt

Hat-forms, hat bodies and hoods of felt, neither blocked to shape nor with made brims; plateaux and manchons, incl. slit manchons, of felt

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

Explanatory notes to heading 6501 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

6501 Hat-forms, hat bodies and hoods of felt or fur felt, neither blocked to shape nor with made brims; plateaux and manchons (including slit manchons), of felt or fur felt

(A) Hat forms, hat blanks and felt caps, unformed, without fields. Hat molds of down felt, hat blanks and caps are usually made from the down of a rabbit, a hare, as well as muskrat, nutria or beaver hair; wool felt molds, etc. are usually made from wool or hair of a vicuña, camel (including camel).

Dromadera, etc. In some cases, ferters are made from a mixture of these materials, sometimes with the addition of chemical fibers. After appropriate treatment, the fluff or hair is applied in an even layer on a cone-shaped scratch unit using a suction device, and in the case of wool fibers, the wool comb is woven on a double cone. (This hat shape is then cut into two halves at its widest point, producing two cone-shaped caps.) After wet-heat treatment with hot water or steam, the forms are removed from the bars. At this stage, the molds are still unevenly dumped (that is, their quality does not correspond to the standard there of international trade), and to improve their quality they are subjected to a series of rolling and shrinkage operations for tight grooving and obtaining a cone shaped workpieces. This heading also includes hat blanks, the top of which is stretched to obtain a round tulle, in some cases with parallel walls, and more often with inclined walls and fields appearing at the initial stage. The latter differ from shaped caps in that, when placed vertically on a flat surface, the fields are not perpendicular to the tulle (see heading 6505). Some of the unshaped hats, caps, etc., dealt with in this heading are sometimes called semi-capelins. (However, articles called full chapels undergo a molding process and are dealt with in heading 6505.) The classification given in this heading is independent of processes such as sandpaper treatment, dyeing or sealing. This heading also includes caps made of very light and thin types of felt, known as handkerchief or "shirt" fetres, and used for attachment to the rigid base of hats. (B) This heading also covers (1) Feet flat blanks, initially made in the form of cones with a wide base and then extended to form flat discs with a diameter of about 60 cm. Such felt discs are often cut into pieces, and then sewn into the shape of a head ovine hat. Military or other uniform caps are sewn from the felt in this way. (2) Feet cylindrical blanks made of fluff on cylindrical forms (height 40 - 50 cm and about 100 cm in circumference) by suction using a technology close to the technology of manufacturing cones from down felt. They are generally used by hat makers and fall in this heading whether they are cylindrical or cut longitudinally into rectangular workpieces and. Rectangular felt blanks are then cut into pieces and used as a finish or sewn together in the shape of a headgear.
