6504 00 — Hats and other headgear, plaited or made by assembling strips of any material, whether or not lined or trimmed (excl. headgear for animals, and toy and carnival headgear)

Hats and other headgear, plaited or made by assembling strips of any material, whether or not lined or trimmed (excl. headgear for animals, and toy and carnival headgear)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

6504 Hats and other headgear, woven or made by joining bands of any material, lining or unlining, with or without finishing

This heading covers head hats and other hats made of hat semi-finished products of heading 6502 and molded for forming, fielding, lining or finishing. Formation of hat semi-finished products is carried out by pressing or ironing on the bar after processing the product with gelatin, slichta, adhesives, etc. to give greater rigidity from the back side. In the tulle molding process

given an oval shape of the required size, and at the same time the brim acquires a more definite outline. After the blocking process the brim is shaped as required. Blocked hat-shapes should not be confused with hat-shapes which have not been blocked (heading 6502), notwithstanding the fact that unblocked hat-shapes can in some cases be worn without trimming (e.g., on the beach or in the country). After blocking and, where necessary, shaping of the brim, hats and headgear undergo final finishing operations (e.g., they are lined, trimmed with ribbons and hat-bands, chin-straps and ornaments such as artificial flowers, fruit or leaves, pins and feathers). In addition to the above articles, this heading also covers: (1) Hats and other headgear of the most varied styles, made by milliners from the hat-shapes of heading 6502, neither blocked nor with made brims. (2) Hats and other headgear made directly by assembling strips of any material (other than the hat-shapes of heading 6502 made by sewing strips together spirally, which can be worn as hats without further working). (3) Hat-shapes of heading 6502, merely blocked or with shaped brims, and also hat-shapes neither blocked nor with brims but lined or trimmed (with ribbon, cord, etc.).
