This heading covers all hats and headgear not covered by the preceding headings of this Chapter or by Chapter 63, 68 or 95. It includes, in particular, safety headgear (e.g., for sports use, helmets for military personnel or firemen, motor-cyclists, miners or construction workers), whether or not fitted with special padded lining or, in some cases, microphones or earphones. The heading also covers:
(1) Hats and headgear of rubber or plastics (e.g., bathing caps, hoods). (2) Hats and headgear of leather or composition leather. (3) Hats and headgear of furskin or artificial fur. (4) Hats and headgear of feathers or artificial flowers. (5) Hats and headgear of metal.

1. This chapter does not cover:
(a) worn headgear of heading 6309;
(b) asbestos headgear (heading 6812); or
(c) dolls' hats, other toy hats or carnival articles of Chapter 95.
2. Heading 6502 does not cover hat shapes made by sewing, other than those obtained simply by sewing strips in spirals.
