Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 6812 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
6812 Fabricated asbestos fibres; mixtures with a basis of asbestos or with a basis of asbestos and magnesium carbonate; articles of such mixtures or of asbestos (e.g., thread, woven fabric, clothing, headgear, footwear, gaskets), whether or not reinforced, other than goods of heading 6811 or 6813: 6812 80 – of crocidolite – other: 6812 91 – – clothing, clothing accessories, footwear and headgear 6812 92 – – paper, millboard and felt or fur felt 6812 93 – – compressed asbestos fibre jointing, in sheets or rolls 6812 99 – – other
This heading covers asbestos fibres which have been further worked after compressing, cleaning or grading (e.g., fibres prepared for spinning and dyed fibres). They may be intended for various purposes (for spinning, felting, etc., or for use as filtering, insulating, packing and other materials). Crude asbestos fibres or those merely graded by length, compressed or cleaned are excluded from this heading (heading 2524). This heading also covers mixtures consisting of asbestos with magnesium carbonate, cellulose fibres, sawdust, pumice, talc, gypsum, siliceous fossil meals, slags, aluminium oxide, glass fibre, cork, etc., used as stuffing materials for heat insulation, or as filtering material, or as a base for moulding asbestos articles. In particular, this heading covers a range of articles of asbestos or of the mixtures with a basis of asbestos referred to in the preceding paragraph, and also frequently of mixtures with natural resins, plastics, sodium silicate, asphalt or rubber, etc. These articles are obtained by felting, spinning, twisting, plaiting, weaving or moulding. For a description of crocidolite asbestos, see the Explanatory Note to heading 2524.
Asbestos paper, paperboard and roofing board are generally obtained by reducing the fibres to a homogeneous pulp which is then formed and pressed into sheets, as in the manufacture of asbestos-cement sheets (heading 6811). Paperboard is also obtained by alternating layers of asbestos and plastics. These articles differ from those referred to in heading 6811 in that the individual asbestos fibres can easily be distinguished. They may be in the form of sheets, rolls or plates or may be cut into strips, frames, discs, rings, etc. In the manufacture of single or multiple yarn, the asbestos fibres are compacted, carded and twisted. Since asbestos fibres cannot be drawn, the long fibres are used for spinning, and the shorter ones in the manufacture of paperboard, felt, paper, asbestos-cement or asbestos powder. Other asbestos articles of this heading include cords, plaits, gaskets; fabric in the piece or cut to shape; tapes, sleeves, tubing, pipes, couplings; containers; bars, plates, tiles; packed joints (other than gaskets and similar joints of metal and asbestos and sets of gaskets and similar joints of heading 84 84); filter blocks; stands for hot dishes; protective clothing, headgear and footwear for firemen, workers, chemical industry workers and for civil defence, etc. (e.g., jackets, trousers, aprons, oversleeves, gloves, mittens, gauntlets, hoods and masks, usually with mica goggles, helmets, boots with asbestos uppers or soles); mattresses; firemen's shields, fire screens, theatre curtains, iron spheres and cones covered with asbestos and designed for fighting fires in gas pipelines. All these articles may be reinforced with metal (often copper or zinc wire) or with some other material (e.g., textile fibres or glass fibres); they may also be coated with grease, talc, graphite or rubber, and may be lacquered, bronzed, coloured in the mass, polished, drilled, milled or otherwise worked. In addition to the articles referred to in the General Explanatory Note to this Chapter, this heading also excludes: (a) asbestos powder or flakes (heading 2524); (b) materials and articles consisting mainly of plastics, even if containing asbestos as a filler (Chapter 39); (c) articles of asbestos-cement (heading 6811); (d) friction material with a basis of asbestos (heading 6813).
