Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 6813 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

6813 Friction materials and articles thereof (e.g. sheets, rolls, tapes, segments, discs, washers, gaskets) unassembled, used for brakes, clutches or similar devices, based on asbestos, other minerals or cellulose, together with or without textiles or other materials: 6813 20 – containing asbestos – not containing asbestos: 6813 81 – brake pad linings 6813 89 – Other

Asbestos friction material is usually made in a high-pressure form from a mixture of asbestos fibers, plastics, etc.; it can also be prepared

pressing layers of wicker asbestos fibers impregnated with plastics, boil or resin. This material can be reinforced with copper, zinc or lead wire or sometimes made of metal wire or cotton yarn coated with asbestos. Due to the high coefficient of friction, heat and wear resistance, this material is used in brake shoes, friction discos, etc., for vehicles of all types, cranes, earth suction shells or other machines. This heading deals with similar friction materials based on other mineral materials (e.g. graphite, silica fossils of their rocks) or cellulose fibers. Depending on the purpose of application, the friction material of this heading may be made in the form of sheets, rolls, tapes, segments, discs, rings, washers, gaskets or in any other form. The friction material can also be stitched, drilled or processed in another way. This heading does not cover: (a) friction materials which do not contain mineral materials or cellulose fibres (e.g., of cork); they are generally classified according to the material of which they are made; (b) fitted brake linings (including friction material on a metal plate with rounded recesses, perforated spoons or similar articles for disc brakes); they are regarded as parts of the machinery for which they are intended (e.g. heading 8708).
