Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 6902 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

6902 Refractory bricks, blocks, tiles and similar refractory ceramic constructional goods, other than those of siliceous fossil meals or similar siliceous earths (+): 6902 10 – containing by weight, singly or together, more than 50 % of the elements Mg, Ca or Cr, expressed as MgO, CaO or Cr2O3 6902 20 – containing by weight more than 50 % of alumina (Al2O3), of silica (SiO2) or of a mixture or compound of these products 6902 90 – other

This heading covers refractory goods (other than those of heading 6901) commonly used in the construction of furnaces, blast furnaces, dryers or other installations for the metallurgical, chemical, ceramic, glass-melting and other industries. The heading includes, inter alia: (1) Bricks of all shapes (parallelepipeds, wedge-shaped, cylindrical, semi-cylindrical, etc.), including key bricks and other bricks of complex shapes (e.g., bricks concave on one side and flat on the others), even if clearly identifiable as specially designed for the construction of any installation or machinery described in Section XVI. (2) Refractory blocks and tiles for floors, walls, fireplaces, etc. The heading excludes pipes, tubes (including guide troughs in the form of half-cylinders), angles, bends and similar pipes or pipe fittings of refractory materials (heading 6903). Subheading Explanatory Note. Subheading 6902 10 For the goods of this subheading it is necessary to determine the content of MgO, CaO or Cr2O3. This is generally done by determining the content of the elements (i.e., Mg, Ca or Cr), from which the equivalent concentrations of their oxides can be calculated. For example, 40 % Ca corresponds to 56 % CaO, and 24 % Mg corresponds to 40 % MgO. Thus, a product based on calcium silicate containing 40 % Ca (corresponding to 56 % CaO) is to be classified in this subheading.

Notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. This chapter includes only ceramic articles which have been fired after forming:

(a) headings 6904 to 6914 cover only those articles which are not covered in headings 6901 to 6903;

(b) articles heated to a temperature of less than 800 °C for the purpose of curing the resin, accelerating the hydration reaction or for the removal of water or other volatile components are not considered to have been burned. Such articles are excluded from Chapter 69; and

(c) ceramic articles obtained by firing inorganic non-metallic materials pre-prepared and molded, usually at room temperature. Raw materials include, inter alia, clays, silica materials including fused silica, high melting point materials such as oxides, carbides, nitrides, graphite or other forms of carbon, and in some cases binders such as refractory clays or phosphates.

2. This group does not include:

(a) the goods of heading 2844;

(b) articles of heading 6804;

(c) articles of Chapter 71 (for example, jewelry);

(d) the ceramics of heading 8113;

(e) articles of Chapter 82;

(f) electrical insulators (heading 8546) or fittings of insulating materials of heading 8547;

(g) artificial teeth (heading 9021);

(h) articles of Chapter 91 (e.g. watches not intended to be worn on or with oneself and their housings);

(ij) articles of Chapter 94 (e.g. furniture, fixtures and lighting equipment, prefabricated constructions);

(k) Articles of Chapter 95 (e.g. toys, games and sports equipment);

(l) articles of heading 9606 (e.g. buttons) or 9614 (e.g. pipes); or
