6913 90 10 — Statuettes and other ornamental articles of common pottery, n.e.s.
Statuettes and other ornamental articles of common pottery, n.e.s.
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

6913 Ceramic figurines and other decorative items: 6913 10 porcelain 6913 90 Other
This heading covers a wide range of ceramic articles designed essentially for the interior decoration of homes, offices, assembly rooms, churches, etc., and outdoor ornaments (e.g., garden ornaments). The heading does not include articles covered by more specific headings of the Nomenclature, even if, by reason of their nature or decoration, they are used for ornamental purposes, for example: (a) cornices, friezes and similar architectural ornaments (heading 6905); (b) articles in which the fittings of precious metal or of metal clad with precious metal are more than minor (Chapter 71); (c) imitation jewellery (heading 7117); (d) barometers, thermometers and other instruments of Chapter 90; (e) clocks and clock cases, even if the latter are decorated or consist, for example, of statuettes or other articles clearly designed for use as clock cases (Chapter 91); (f) lamps and lighting fittings and parts thereof, of heading 9405; (g) toys, games and sports requisites (Chapter 95); (h) buttons, smoking pipes, table lighters, scent sprayers and other articles of Chapter 96; (ij) paintings, drawings and pastels executed entirely by hand, original sculptures, collectors' pieces and antiques of an age exceeding 100 years (Chapter 97). The heading covers: (A) Articles which have no utility value but are wholly ornamental, and articles whose only function is to support or contain other decorative articles or to add to their decorative effect, for example: (1) Statues, statuettes, busts, bas-reliefs or high reliefs and other figures, for interior or exterior decoration; ornaments (including those forming parts of clock cases) for mantelpieces, shelves, etc. (animals, symbolic or allegorical figures, etc.); moulded ornaments in the form of sporting trophies or works of art; wall ornaments incorporating fittings for hanging (ornamental plaques, trays, plates); medallions; fire screens; artificial flowers, fruit, foliage, etc.; wreaths and similar funeral articles for graves; knick-knacks for shelves or domestic display cabinets. (2) Crucifixes and other church or religious ritual articles. (3) Purely ornamental bowls, vases, jugs, jardinières. (B) Tableware and other household articles, only if their decorative character predominates over their purely utilitarian purpose, for example, trays with relief decoration which have no practical utility, ornamented trays and dishes used as decorative dishes or ashtrays, miniature knick-knacks having no real practical value, etc. Tableware and household utensils are essentially designed for practical
use, and any decoration is secondary and must not prevent the article from performing its principal function. Thus, if the decorated articles described above serve their purpose no less effectively than their undecorated counterparts, they are to be classified in heading 6911 or 6912 rather than in this heading. (C) Articles, other than tableware and household articles, used for decorating or furnishing homes, offices, etc. For example, smokers' sets, jewel cases, caskets, cigarette boxes, incense burners, inkstands, book-ends, paperweights and similar articles found on writing desks, and also picture frames.
