7014 — Signalling glassware and optical elements of glass, not optically worked (excl. clock or watch glasses, glasses for non-corrective or corrective spectacles, incl. hollow glass spheres and their segments, for the manufacture of such glasses, microspheres, loose, lighting fittings and parts thereof)

Signalling glassware and optical elements of glass, not optically worked (excl. clock or watch glasses, glasses for non-corrective or corrective spectacles, incl. hollow glass spheres and their segments, for the manufacture of such glasses, microspheres, loose, lighting fittings and parts thereof)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

7014 Glass articles for signalling devices and optical elements of glass (other than those included in heading 7015) without optical treatment

This heading covers the following articles provided they have not been optically treated: (A) Glass products for signalling devices (colorless or painted) intended for installation on retro-reflective road signs (for example, on panels, plates, poles, etc.) or on demonstration signs or for use as simple reflectors on bicycles, cars, etc. These products, usually convex, hemispherical or flat, with parallel, as a rule, grooves, have the property of reflecting light falling on them (for example, from car headlights) and, thus, are clearly visible in the dark from afar. (B) Optical elements made of glass (colorless or painted). This heading covers elements manufactured with the desired optical effect but without optical treatment. This includes mainly lenses and similar products for car headlights, parking lights, direction lights, bicycle position lights, road signs, certain types of buoys, reflective parts of bulbs of narrow-directional light bulbs, flashlights, switchboards or light panels, as well as some simple magnifying glasses. This heading also covers workpieces of optical elements and optical elements requiring optical processing. Optical processing consists in grinding the surface of the glass first with rough, and then with increasingly fine-grained abrasives. The following operations include roughing, adjusting, cleaning and polishing. Articles which have undergone one or more operations prior to polishing are classified in this heading. But elements having one or more surfaces (wholly or partly) polished to produce the optical properties required are not included in this heading (heading 9001 or 9002, depending on whether or not they are fitted in the apparatus for which they were intended,

See relevant explanations). Simple grinding of faces of discs or lenses without subsequent processing is not considered optical processing. The articles of this heading are generally made by simple casting or pressing or cut from glass sheets, strips or tapes, blocks or plates. Articles are classified in this heading even if they are framed, fitted or affixed to a reflective base, but finished articles are not included (for example, heading 8310 includes index plates, numbers, letters and other signs of base metal, heading 8512 – headlights or parking lamps of bicycles or motor vehicles). Nor does this heading cover: (a) glasses for vision corrective or non-corrective glasses (optically untreated) (see the HS Explanatory Note to heading 7015); (b) spherical glass "microspheres" presented separately (see the HS Explanatory Note to heading 7018). However, this heading covers plates coated with such microspheres and intended for installation on road signs or panels; (c) optically processed optical elements of glass and optical elements of other materials (Chapter 90); (d) lamps and lighting equipment and parts thereof of heading 9405.

Notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. This group does not include:

(a) the goods of heading 3207 (e.g. vitreous enamels and glazes, vitreous fritta, other glass in powder, granules or flakes);

(b) articles of Chapter 71 (for example, jewelry);

(c) fiber optic cables of heading 8544, electrical insulators (heading 8546) or fittings of insulating materials of heading 8547;

(d) front windshields, rear windows and other framed windows for vehicles of Chapters 86 to 88;

(e) front windshields, rear windows and other windows, whether or not framed, containing heating or other electrical or electronic devices for vehicles of Chapters 86 to 88;

(f) optical fibers, optically processed optical elements, subcutaneous injection syringes, artificial eyes, thermometers, barometers, hydrometers or other articles of Chapter 90;

(g) luminaires and lighting fixtures, light signs, light plates bearing a name or address or similar articles having an integrated light source or parts thereof of heading 9405;

(h) toys, games, sports equipment, Christmas tree decorations or other articles of Chapter 95 (except glass eyes without doll machinery or other articles of Chapter 95); or

(ij) buttons, assembled vacuum receptacles, sprayers or similar sprayers or other articles of Chapter 96.

2. For headings 7003, 7004 and 7005:

(a) the glass is not considered to be “treated” by whatever processes it undergoes prior to annealing;

(b) the cutting of the glass in its shape does not change its classification as sheet glass;

(c) the term “absorbing, reflective or non-reflective layer” means a microscopically thin coating with a metal or chemical compound (e.g., a metal oxide) that absorbs, for example, infrared radiation or improves the reflectivity of the glass while maintaining its degree of transparency or transmittance; or that prevents light from reflecting from the surface of the glass.

3. Articles falling within heading 7006 are also included where they have the character of finished articles.

4. For the purposes of heading 7019, the term “glass” means:

(a) mineral wool with a content of silica (SiO2) not less than 60 wt.%;

(b) mineral wool with a content of silica (SiO2) less than 60 wt.%, alkali metal oxide (K2O or Na2O) more than 5 wt.% or boron oxide (B2O3) more than 2 wt.%.

Other types of mineral wool are classified in heading 6806.

5. Throughout the Nomenclature, the term “glass” means fused quartz and other fused silica.

Subheading notes

1. For the purposes of subheadings 7013 22, 7013 33, 7013 41 and 7013 91, the term “lead crystal” means only glass having a lead monoxide (PbO) content of at least 24 % by weight.
