Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 7207 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

7207 Iron or non-alloy steel semi-finished products: – containing less than 0.25 wt.% of carbon: 7207 11 – rectangular (including square) cross-section with a width less than double the thickness 7207 12 – Other, rectangular (except square) cross-section 7207 19 – – – other 7207 20 – containing 0.25 wt.% or more carbon

Semi-finished products are defined in Note 1 (ij) to this Chapter. In that Note the term "primary hot-rolled" means products which have undergone a hot-rolling operation giving them a rough surface. This heading covers blooms, billets and rounds, slabs, sheet bars, roughly shaped forgings, blanks for angles, shapes and sections, and all products obtained by continuous casting. (A) BLOOMS, BILLETS, ROUNDS, SLABS AND SHEET BARS All these products are produced by hot-rolling or forging ingots; puddled bars or pilings fall in heading 7206. They are semi-finished products intended for further hot-rolling or forging. Their manufacture therefore does not call for particular precision; the edges of these products are uneven and the surface is often convex or concave and may bear defects arising during the manufacturing processes (e.g., roll marks). Blooms are usually square in cross-section and larger than billets; the latter may be square or rectangular in cross-section. Both types of product are used for rolling rods, bars, angles, shapes and sections or for the production of forgings and stampings. Rounds have a circular or polygonal cross-section with more than four sides and are used mainly as intermediate products for the manufacture of seamless steel tubes. They can be distinguished from bars not only by the general characteristics common to all semi-finished products, but also by the fact that they are usually supplied in lengths of 1 to 2 m and their ends are often cut with a gas torch, which is not the case with bars, which are usually cut more carefully. Slabs and sheet bars also have a rectangular (other than square) cross-section, but their width is considerably greater than their thickness, slabs being thicker than sheet bars. Slabs are therefore used for rolling into plates, whereas sheet bars are usually used to obtain sheets or strip. Tin bar is a sheet bar which is used for the production of tinplate. For the distinction between slabs and sheet bars and certain plates, see the Explanatory Note to heading 7208 below. (B) FORGINGS These are semi-finished products with a rough surface and large dimensional tolerances, produced from blocks or ingots by the action of power hammers or forging presses. They may be given an approximate shape so that the finished article can be produced without excessive waste, but the heading covers only those products which require substantial further shaping by forging, pressing, turning, etc. The heading may, for example, cover an ingot roughly forged into a flat zigzag blank which requires further working to obtain a marine crankshaft, but it excludes a crankshaft forging ready for finishing. Similarly, the heading excludes drop forgings and stampings produced in dies, since the products after these operations are ready for finishing. (C) BLANKS FOR ANGLES, SHAPES OR SECTIONS Blanks for angles, shapes or sections may have a cross-section of complex shape, adapted to the cross-section of the finished product and

appropriate rolling process. This heading, for example, covers blanks for broad-breasted beams or channelers. (D) Semi-fabricates obtained by continuous casting This category includes all semi-finished products of iron or non-alloy steel of any shape obtained from continuous casting. In this process, the steel comes from the bucket into a switchgear that powers the various foundry lines. These lines include: (a) a water-cooled crystallizer without a bottom; (b) an external cooling system of a continuous workpiece; (c) a system of support and pull rollers for continuous extraction of hardened metal; and (d) a system of cutting machines followed by a device for removing products. For the criteria for the distinction between articles obtained by continuous casting and other articles, see paragraph (III) of the general provisions of this chapter.

Subheading notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the following expressions have the meanings hereby assigned to them:

(a) Alloy pig iron Pig iron containing, by weight, one or more of the following elements in the specified proportions: — more than 0,2 % of chromium, — more than 0,3 % of copper, — more than 0,3 % of nickel, — more than 0,1 % of any of the following elements: aluminium, molybdenum, titanium, tungsten (wolfram), vanadium.

(b) Non-alloy free-cutting steel Non-alloy steel containing, by weight, one or more of the following elements in the specified proportions: — 0,08 % or more of sulphur, — 0,1 % or more of lead, — more than 0,05 % of selenium, — more than 0,01 % of tellurium, — more than 0,05 % of bismuth.

(c) Silicon-electrical steel Alloy steels containing by weight at least 0,6 % but not more than 6 % of silicon and not more than 0,08 % of carbon. They may also contain by weight not more than 1 % of aluminium but no other element in a proportion that would give the steel the characteristics of another alloy steel.

(d) High-speed steel Alloy steels containing, with or without other elements, at least two of the three elements molybdenum, tungsten and vanadium with a combined content by weight of 7 % or more, 0,6 % or more of carbon and 3 to 6 % of chromium.

(e) Silico-manganese steel Alloy steels containing by weight: — not more than 0,7 % of carbon, — 0,5 % or more but not more than 1,9 % of manganese, and — 0,6 % or more but not more than 2,3 % of silicon, but no other element in a proportion that would give the steel the characteristics of another alloy steel.

2. For the classification of ferro-alloys in the subheadings of heading 7202, the following rule should be observed: A ferro-alloy is considered as binary and classified under the relevant subheading (if it exists) if only one of the alloy elements exceeds the minimum percentage laid down in note 1(c) to this chapter; by analogy, it is considered respectively as ternary or quaternary if two or three alloy elements exceed the minimum percentage. For the application of this rule, the unspecified ‘other elements’ referred to in note 1(c) to this chapter must each exceed 10 % by weight.
