Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

The pipes, tubes and hollow profiles of this heading may be made by the following processes: (A) Hot rolling of an intermediate product, which may be either rolled and sharpened ingot or rectangular or round workpiece obtained by rolling or continuous casting. This manufacturing process includes the following: (1) Firmware on a transverse rolling mill (Mannesmann process), on a firmware disk mill or on a firmware rolling mill to obtain a hollow workpiece with a greater wall thickness and a larger outer diameter and a smaller length of ohm than the final product. (2) Hot rolling on a dorn or mandrel: - on a three-shaft rolling mill (Assel or Transval system), which is used for the most part for the production of bearing pipes, or on a bolt rolling mill (Discher's mill), or on an extension mill, or
– on a "continuous mandrel mill" with a "floating" or restrained moving mandrel (Neuval or Dalmine process), or – on a pilger mill, or – on a Stiefel mill, or – on a push bench by pushing the hollow through a set of rolls, or – on a stretch-reducing mill. In this case a tube is obtained which requires no further working. (B) Hot extrusion with a glass lubricant (Ugine-Séjournet process) or another lubricant. This method comprises the following operations: piercing, with or without expansion, and extrusion. The operations described above are followed by various finishing operations: – hot finishing: in this case the hollow, after reheating, passes through a sizing mill or a stretch-reducing mill and finally through a straightening machine, or – cold finishing on a mandrel by cold drawing on a draw bench or cold rolling on a pilger mill (Mannesmann or Megaval process). These operations make it possible to obtain from hot-rolled or extruded tubes used as blanks, tubes with thinner walls (it should be noted that the Transval process makes it possible to obtain thin-walled tubes directly) or a smaller diameter, as well as tubes with closer tolerances on diameter or wall thickness. Cold working methods also include honing and roller burnishing to obtain polished surfaces (tubes of low roughness) which are required, for example, for pneumatic jacks or hydraulic cylinders. (C) Casting or centrifugal casting. (D) Forming of a "shell" by deep drawing of a disc placed over a die, followed by hot drawing. (E) Forging. (F) Machining of blanks followed by cold drawing or cold rolling (cold reduction) (except hollow drill bars and rods of heading 7228). See the General Explanatory Note to this Chapter concerning the distinction between tubes and pipes, on the one hand, and hollow profiles, on the other. The products of this heading may be coated, for example, with plastics or with glass wool combined with bitumen. This heading also covers ribbed tubes, pipes and hollow profiles, with longitudinal or transverse ribs. The products of this heading include, inter alia, line pipe of the kind used for oil or gas pipelines, casing, tubing and drill pipe used in drilling for oil or gas, tubes and pipes suitable for use in steam boilers, superheaters, heat exchangers, condensers, refining furnaces, feed-water heaters for power stations, galvanised or black pipes (so-called gas pipes) for steam distribution networks or for gas or water distribution networks
high or medium pressure in buildings, as well as pipes for street water mains or gas mains. In addition, tubes and pipes are used for the manufacture of parts of motor vehicles or of machine-tools and machinery, of rings for ball bearings, roller, tapered or needle bearings, or for other mechanical purposes, for scaffolding, tubular structures or building constructions. The heading excludes: (a) Tubes and pipes of cast iron (heading 7303) and tubes and pipes of iron or steel of heading 7305 or 7306. (b) Hollow profiles of cast iron (heading 7303) and hollow profiles of iron or steel of heading 7306. (c) Tube or pipe fittings of iron or steel (heading 7307). (d) Flexible tubing of iron or steel, with or without fittings (including thermostatic bellows and expansion joints) (heading 8307). (e) Electrical insulating tubing (heading 8547). (f) Tubes, pipes and hollow profiles made up into specific identifiable articles, e.g., prepared for use in structures (heading 7308), tubular sections of central heating radiators (heading 7322), exhaust manifolds for internal combustion engines (heading 8409), other machinery parts (Section XVI), silencers and exhaust pipes for vehicles of Chapter 87 (e.g., heading 8708 or 8714), seat posts and frames for bicycles (heading 8714). Subheading Explanatory Notes. Subheadings 7304 11, 7304 19, 7304 22, 7304 23, 7304 24 and 7304 29 These subheadings cover all such products irrespective of the standards or specifications to which they conform (for example, American Petroleum Institute (API) standards 5 L or 5 LU for line pipe and API standards 5 A, 5AC or 5AX for casing, tubing and drill pipe). Subheadings 7304 31, 7304 39, 7304 41, 7304 49, 7304 51 and 7304 59 To distinguish cold-rolled products from other products of these subheadings, see the General Explanatory Note to Chapter 72, Part (IV) (B).

Notes to chapter 73 — Articles of iron or steel 3 items
Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.
2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.

1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.
Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.
Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.
Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
