Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 7306 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

The provisions of the Explanatory Note to heading 7305 apply, mutatis mutandis, to the products of this heading. This heading also covers: (1) Forge-welded tubes and pipes, known as butt-welded tubes and pipes. (2) Tubes and pipes with closed seams, i.e., tubes and pipes whose edges touch or overlap and which are known as open-seam tubes. However, products having a slit along their entire length are to be regarded as sections of heading 7216, 7222 or 7228. (3) Tubes and pipes in which the abutting edges are joined by clips. Certain longitudinally welded tubes of this heading are hot- or cold-drawn or rolled in order to obtain products with a reduced external diameter or thinner walls and closer dimensional tolerances. These cold working methods make it possible to provide various surface finishes, including polished surfaces, as indicated in the Explanatory Note to heading 7304. See the General Explanatory Note to this Chapter concerning the distinction between tubes and pipes and hollow profiles. This heading includes, inter alia, line pipe used for oil or gas pipelines, casing and tubing used in drilling for oil or gas, tubes and pipes suitable for use in steam boilers, superheaters, heat exchangers, condensers, feed-water heaters for power stations, galvanised or black pipes (so-called gas pipes) for high- or medium-pressure steam or water distribution networks in buildings, as well as pipes for street water mains or gas distribution
mains. In addition, tubes, pipes and hollow profiles are used for the manufacture of parts of motor vehicles or of machine-tools and machinery, bicycle frames, perambulators or for other structural purposes, for scaffolding or tubular structures, or for building constructions. "Open seam" tubes are used, for example, as frames for metal furniture. The heading also covers tubes, pipes and hollow profiles coated with plastics or with glass wool combined with bitumen, and finned tubes with longitudinal or transverse fins. The heading excludes: (a) Tubes and pipes of cast iron (heading 7303) and tubes and pipes of iron or steel of heading 7304 or 7305. (b) Hollow profiles of cast iron (heading 7303) and hollow profiles of iron or steel of heading 7304. (c) Tube or pipe fittings of iron or steel (heading 7307). (d) Flexible tubing of iron or steel, with or without fittings (including thermostatic bellows and expansion joints) (heading 8307). (e) Electrical insulating tubing (heading 8547). (f) Tubes, pipes and hollow profiles made up into specific identifiable articles, e.g., prepared for use in structures (heading 7308), tubular sections of central heating radiators (heading 7322), exhaust manifolds for internal combustion engines (heading 8409), other machinery parts (Section XVI), silencers and exhaust pipes for vehicles of Chapter 87 (e.g., heading 8708 or 8714), seat posts and frames for bicycles (heading 8714). Subheading Explanatory Note. Subheadings 7306 11, 7306 19, 7306 21 and 7306 29 The provisions of the Explanatory Notes to subheadings 7304 11, 7304 19, 7304 22, 7304 23, 7304 24 and 7304 29 apply, mutatis mutandis, to these subheadings.

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.
2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.
Additional note
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.
Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.
Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.
Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
