7309 00 30 — Reservoirs, tanks, vats and similar containers, of iron or steel, for liquids, lined or heat-insulated and of a capacity of > 300 l (excl. containers fitted with mechanical or thermal equipment and containers specifically constructed or equipped for one or more types of transport)

Reservoirs, tanks, vats and similar containers, of iron or steel, for liquids, lined or heat-insulated and of a capacity of > 300 l (excl. containers fitted with mechanical or thermal equipment and containers specifically constructed or equipped for one or more types of transport)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 7309 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

7309 Reservoirs, tanks, vats and similar containers for any material (other than compressed or liquefied gas), of iron or steel, of a capacity exceeding 300 l, whether or not lined or heat-insulated, but not fitted with mechanical or thermal equipment

These containers are usually installed as fixtures for storage or for manufacturing purposes, e.g., in factories, chemical works, dye-works, gas-works, breweries, distilleries and refineries and, to a lesser extent, in dwelling houses, shops, etc. This heading covers containers for any material other than compressed or liquefied gas. Containers for such gas fall in heading 7311 irrespective of their capacity. Containers fitted with mechanical or thermal equipment, such as agitators, cooling or heating coils or electric elements, fall in Chapter 84 or 85. However, containers merely fitted with taps, valves, level gauges, safety valves, pressure gauges, etc., remain in this heading. The containers may be open or closed, lined with ebonite, plastics or non-ferrous metals, or covered with heat-insulating materials (e.g., asbestos, slag wool or glass wool), whether or not this lining is protected by an outer casing of sheet metal. This heading also covers containers insulated by means of double walls or double bottoms, provided there is no device for circulating a heating or cooling liquid between the walls. (Containers with such devices are excluded – see heading 8419.) This heading includes: tanks for petrol or oil; vats used in maltings for steeping barley; fermenting vats for liquids (wine, beer, etc.); vats for decanting or clarifying liquids of any kind; boxes for tempering and annealing metal articles; water storage tanks (domestic or other), including expansion tanks for central heating systems; containers for solids. The heading also excludes containers specially designed and equipped for carriage by one or more modes of transport (heading 8609).

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.

2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.

Additional note

1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.

Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.

Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.

Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
