7310 21 — Cans of iron or steel, of a capacity of < 50 l, which are to be closed by soldering or crimping (excl. containers for compressed or liquefied gas)

Cans of iron or steel, of a capacity of < 50 l, which are to be closed by soldering or crimping (excl. containers for compressed or liquefied gas)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 7310 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

7310 Tanks, barrels, drums, canisters, boxes and similar containers, made of ferrous metals, for any substances (other than compressed or liquefied gas) with a capacity not exceeding 300 liters, with or without cladding or thermal insulation, but without mechanical or thermal equipment: 7310 10 - with a capacity of 50 liters or more - with a capacity of less than 50 liters: 7310 21 - cans closed by soldering or culling 7310 29 - other

While the preceding heading covers reservoirs of a capacity exceeding 300 l, usually installed as fixtures in factories, etc., this heading covers containers of a capacity not exceeding 300 l, made of sheet iron or steel, but of dimensions which allow them to be easily moved and transported, normally used for the commercial conveyance and packing of goods, as well as containers installed as fixtures. The larger containers of this heading include casks for tar or oil; petrol cans; milk churns; casks and drums for alcohol, latex, caustic soda, calcium carbide, dyes or other chemicals. The smaller containers include boxes, cans, tins, etc., used mainly for the commercial packing of butter, milk, beer, preserves, fruit or fruit juice, biscuits, tea, confectionery, tobacco, cigarettes, shoe cream, medicaments, etc. Casks may, in particular, be fitted with hoops or other devices to facilitate their transport, or may be reinforced with them. All containers may be fitted with taps, bungs, lids or other closures to facilitate their filling and emptying. The heading also covers casks, etc., insulated by double walls or double bottoms, provided there is no device for circulating a heating or cooling fluid between the walls. (Containers with such devices are excluded – see heading 8419.) The heading also excludes: (a) Articles of heading 4202. (b) Biscuit tins, tea caddies, sugar tins and similar household or kitchen containers and canisters (heading 7323). (c) Tobacco boxes, cigarette cases, powder boxes, tool boxes and similar containers for personal or professional use (heading 7325 or 7326). (d) Safes, boxes specially designed for keeping money or documents, and similar articles (heading 8303). (e) Articles of heading 8304. (f) Ornamental boxes (heading 8306). (g) Containers specially designed and equipped for carriage by one or more modes of transport (heading 8609). (h) Vacuum flasks and other vacuum vessels, complete, of heading 9617.

Notes to chapter 73 — Articles of iron or steel 3 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.

2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.

Additional note

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.

Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.

Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.

Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
