7311 00 — Containers of iron or steel, for compressed or liquefied gas (excl. containers specifically constructed or equipped for one or more types of transport)
Containers of iron or steel, for compressed or liquefied gas (excl. containers specifically constructed or equipped for one or more types of transport)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

7311 Receptacles for compressed or liquefied gas, of ferrous metals
This heading covers containers of any capacity which are used for the transport or storage of compressed or liquefied gas (e.g., helium, oxygen, argon, hydrogen, acetylene, carbon dioxide or butane). Some containers are strong cylinders, bottles, carboys, etc., tested at high pressure; they may be seamless or welded (e.g., at the bases, around the middle or along the length). Other containers consist of an inner vessel and one or more outer shells, the intermediate space being filled with insulating material, maintained under vacuum or containing
cryogenic liquid, thus creating conditions for the storage of some liquefied gases at atmospheric or low pressure. These containers may be equipped with control, regulating and measuring devices, for example, valves, cranes, pressure gauges, level gauges, etc. Some containers (for example, for acetylene) contain an inert porous substance, for example, kieselgur, charcoal or asbestos, impregnated with a binder, for example, cement. Sometimes acetone is used for impregnation in order to facilitate the filling of the container and prevent the danger of explosion that occurs if one acetylene is compressed. In other containers, for example, designed to supply liquid or gas on demand, the liquefied gas evaporates only under the influence of the temperature of atmospheric air passing through a coil attached to the inner wall of the outer shell. This heading does not cover steam batteries (heading 8404).

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.
2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.
Additional note
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.
Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.
Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.
Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
