Cloth (including endless bands), grill, netting and fencing, of iron or steel wire; expanded metal of iron or steel: other cloth, grill, netting and fencing: plastics-coated

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

(A) CLOTH (INCLUDING ENDLESS BANDS), GRILL, NETTING AND FENCING These products are made mainly by interlacing iron or steel wire by machine or by hand. The methods of manufacture broadly resemble those used in the textile industry (for plain warp and weft fabric, knitted or crocheted fabric, etc.). The heading includes wire grill in which the individual wires are welded at the points of intersection or tied at those points with additional wire, whether or not the wires have been interlaced. The term "wire" means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm, such as rolled wire, wire rods and flat strip cut from sheet metal (see Note 2 to this Chapter). The products of this heading may be used for many purposes, e.g., for washing, drying or filtering many materials; for making fencing, food-protection netting and insect netting, protective guards for machinery, conveyor belts, shelving, mattresses, upholstery for furniture, sieves and screens, etc., and for reinforcing concrete, etc. The material may be presented in rolls, as endless bands (e.g., for conveyor belts) or in sheets, uncut or cut to shape; it may be two-ply or multi-ply. (B) EXPANDED METAL Expanded metal is a product in the form of a mesh with diamond-shaped openings, obtained by stretching sheet or strip metal in which parallel slits have been made. The product is fairly rigid and strong and is used instead of wire grill or perforated sheets for fences, machinery guards, flooring for footbridges or crane runways, reinforcing various building materials (e.g., concrete, cement, plaster, glass), etc. Apart from articles made of wire netting, which are generally excluded from this heading, the following products fall in other Chapters, namely: (a) Cloth of metal thread of a kind used in apparel, as furnishing fabrics or for similar purposes (heading 5809). (b) Plastics or asbestos reinforced with wire netting, wired glass (Chapters 39, 68 and 70, respectively); Bricanion lathing (wire netting in fired clay, used in building) (Chapter 69); roofing panels of paperboard, usually impregnated with tar and reinforced with wire netting (Chapter 48). However, woven netting, etc., lightly coated with plastics (even if the meshes are filled), and wire netting or grill backed with paper, used in cementing, plastering, etc., fall in this heading. (c) Metal cloth, etc., made up into parts of machinery, e.g., by assembly with other materials (Chapter 84 or 85). (d) Metal cloth, etc., framed as hand sieves or riddles (heading 9604).

Explanation of subheadings. Subheadings 7314 12, 7314 14 and 7314 19 The term “woven fabric” means only those articles of wire which are made in the same manner as textile fabrics with two-stranded systems intersecting at right angles. The fabric usually has a linen weave, although it may also have a sarge or other weave. Ducks are a continuous thread that runs across the base from right to left and vice versa. The fabric is produced on continuous looms. Places where the threads intersect can be reinforced (e.g. by bonding with an additional thread). This type of fabric may consist of relatively widely spaced threads, forming a grid with square cells. Corrugated varieties are made of corrugated threads; the folds bond together, giving the intersections greater rigidity. In other cases, the fabric can be obtained from straight threads, after which it is pressed; the final deformation at the intersection points increases the weave. The fabric may be produced in rolls or sheets cut in length or shape; the edges of the sheets may be welded or sealed.

Notes to chapter 73 — Articles of iron or steel 3 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.

2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.

1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.

Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.

Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.

Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
