7410 12 — Copper alloy foil, not backed, of a thickness of <= 0.15 mm (excl. stamping foils of heading 3212, metal yarns and metallised yarns and foil made up as christmas tree decorating material)
Copper alloy foil, not backed, of a thickness of <= 0.15 mm (excl. stamping foils of heading 3212, metal yarns and metallised yarns and foil made up as christmas tree decorating material)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 7410 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
7410 Copper foil (without a base or based on paper, cardboard, plastics or similar materials), with a thickness (not counting the base) of not more than 0.15 mm: - without a base: 7410 11 - from refined copper 7410 12 - from copper alloys - with a base: 7410 21 - from refined copper 7410 22 - from copper alloys
This heading covers the products defined in Note 1 (g) to this Chapter, when their thickness does not exceed 0.15 mm. The foil of this heading is obtained by rolling, stamping or electrolysis. It is produced in very thin sheets (in any case the thickness does not exceed 0.15 mm). The thinnest foil, used for imitation gilding, etc., is very fragile; it is usually interleaved with sheets of paper and put up in booklets. Other foil, used in the manufacture of fancy goods, is often backed with paper, paperboard, plastics or similar material, both for convenience of storage or transport and to facilitate subsequent working, etc. Foil remains in this heading whether or not it is embossed, cut to shape (rectangular or otherwise), perforated, coated (with gold, silver, lacquer, etc.) or printed. The limiting thickness of 0.15 mm includes coatings of lacquer, etc., but the backing of paper, etc., is not included in this figure. The heading excludes: (a) Stamping foils (also known as blocking foils), composed of copper powder agglomerated with gelatin, glue or other binder, or of copper deposited on paper, plastics or other support, used for printing book covers, hat bands, etc. (heading 3212). (b) Printed labels and tags of copper foil, identifiable as specific printed matter (heading 4911). (c) Metallised yarn (heading 5605). (d) Plates, sheets and strip or bands of a thickness exceeding 0.15 mm (heading 7409). (e) Foil in the form of New Year and Christmas tree decorations (heading 9505).

1. The terms used in this chapter mean:
(a) “refined copper” means a metal containing not less than 99.85 % by weight of copper or a metal containing not less than 97.5 % by weight of copper, provided that the content by weight of each other element does not exceed the limits specified in the following table:

* Other elements include, for example, Al, Be, Co, Fe, Mn, Ni, Si
(b) "copper alloys" means metal alloys, other than unrefined copper, in which copper is greater in mass than any other element, provided that:
(i) the mass content of at least one of the other elements exceeds the limit indicated in the above table; or
(ii) the total content of other elements exceeds 2.5 % by weight.
(c) "ligatures" means alloys containing, among other elements, more than 10 % by weight of copper, not suitable for deformation in the cold state and used mainly as additives in the manufacture of other alloys or as oxidants, desulphurators or for other similar purposes in non-ferrous metallurgy. However, copper phosphide (copper phosphorus) containing more than 15 % by weight of phosphorus is classified in heading 2853.
Subheading notes

1. The terms used in this group have the following meanings:
(a) “copper and zinc (brass)-based alloys” means alloys of copper and zinc, whether or not containing other elements. If other elements are present, then:
zinc by weight must exceed each of these other elements.
- in the presence of nickel, its content should not exceed 5 wt.% (see copper-nickel-zinc alloys (neusilbers)); and
- in the presence of tin, its content should not exceed 3 wt.% (see copper-tin alloys (bronzes)).
(b) “alloys based on copper and tin (bronze)” means alloys of copper and tin containing or not containing other elements. In the presence of other elements, the tin content by weight exceeds the content by weight of each of these elements, except when the content of tin 3 wt.% or more zinc content by weight may exceed the content by weight of tin, but it should be less than 10 wt.%.
(c) "alloys based on copper, nickel and zinc (neusilbers)" means alloys of copper, nickel and zinc, whether or not containing other elements. The nickel content is 5 wt.% or more (see copper-zinc alloys (brass)).
(d) “copper and nickel-based alloys” means alloys of copper and nickel containing or not containing other elements, but in any case with a content not exceeding 1% by weight of zinc. In the presence of other elements, the nickel content by weight exceeds the content by weight of each of these elements.
