8113 00 900 0 — Articles of cermets, n.e.s.
Articles of cermets, n.e.s.
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Explanatory notes to heading 8113 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8113 Ceramics and articles thereof, including waste and scrap
Ceramics includes two components: ceramic (has heat resistance and high melting point) and metal. The production process used to produce these products, as well as their physical and chemical properties are due to both ceramic and metal components, so such materials are called ceramics. The ceramic component usually consists of oxides, carbides, borides, etc. The metal component is a metal such as iron, nickel, aluminum, chromium or cobalt. Ceramic metal is obtained by sintering, dispersion or other processes. The most important metal-ceramic materials are obtained from the following substances:
(1) a metal and an oxide, e.g., iron – magnesium oxide; nickel – magnesium oxide; chromium – aluminium oxide; aluminium – aluminium oxide; (2) zirconium or chromium borides; these materials are known as borolites; (3) carbides of zirconium, chromium, tungsten, etc., with cobalt, nickel or niobium; (4) boron carbide and aluminium: products clad with aluminium are known as boron cermets. This heading covers cermets, unwrought or in the form of articles, not specified elsewhere in the Nomenclature. Cermets are used in aircraft construction, the nuclear industry and rocket technology. They are also used in furnaces and in a number of articles for metal casting (e.g., crucibles, troughs, tubes), in the manufacture of bearings, circuit breakers, etc. The heading excludes: (a) Cermets containing fissile or radioactive substances (heading 2844). (b) Plates, sticks, tips and similar articles for tools, of cermets based on metal carbides agglomerated by sintering (heading 8209).

Classification rulings for this code (4)
