Hand saws; blades for saws of all kinds (including slitting, slotting or toothless saw blades): circular saw blades (including slitting or slotting saw blades): with working part of steel

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8202 Hand saws; blades for saws of all kinds (including slitting, slotting or toothless saw blades): 8202 10 – hand saws 8202 20 – band saw blades – circular saw blades (including slitting or slotting saw blades): 8202 31 – – with working part of steel 8202 39 – – other, including parts 8202 40 – chain saw blades – other saw blades: 8202 91 – – straight saw blades, for working metal 8202 99 – – other

This heading covers: (A) Hand saws for wood, metal, stone or other materials, for professional or household use. These include frame saws, hacksaws, fretsaws and other saws with wooden or metal frames; panel saws, back saws or fine-toothed back saws, compass saws; cross-cut saws (usually with handles at both ends); knife-type saws (folding or not) used by gardeners or miners; special saws for watchmakers and jewellers; sets of saws; jointed saws for campers, soldiers, etc.; veneer saws; saws assembled with mitre boxes, the saw being the principal part of the device. (B) Saw blades of all kinds, for hand saws and for machines, and for all materials. These include: (1) Blades for band saws or endless band saws (e.g., for sawmill machines for sawing wood). (2) Circular saw blades (including slitting or slotting saw blades for use on milling machines). The latter are distinguished from milling cutters by the ratio of thickness to diameter, which is smaller than for milling cutters, and by the teeth, which are sharpened only on the periphery, as in ordinary circular saws, whereas those of milling cutters are more often sharpened over the entire surface, or are concave or convex. (3) Chain saw blades (in the form of chains) for felling trees, cutting up trees, etc. The teeth of such blades often incorporate inserts of metal carbides or cermets. (4) Straight blades for panel saws, tenon saws, hacksaws, etc., including blades for so-called "filigree saws" (round blades with teeth cut like a file, but used for sawing like fretsaw blades).

(5) Straight-lined, toothless stone-carving saw cloths (forged or machined so as to be perfectly flat or grooved) provided that their edges have holes or are shaped appropriately for fastening. (6) Cutting discs without teeth (abrasive discs) for cutting metals. This heading also includes blanks for the manufacture of saw paintings. These blanks are considered strips (regardless of whether they are cut in length or not cut) and discs (with a central hole for installation on the drive shaft), if they have teeth. These products are usually made of high carbon steel. The saw canvases may have chopped teeth or are provided with attachment teeth or segments (as, for example, in some circular saws). Teeth can be made entirely of base metal or of base metal metal with metal carbides, diamonds (particularly black) or in some cases abrasive powders. In some saws, teeth can be replaced with diamonds or metal carbide inserts located around the circumference of the disc. Discs without teeth with abrasive coatings on the edge (for example, for cutting marble, quartz or glass) or with a series of inserts on the circumference of abrasive material, however, do not fall into this heading (see the HS Explanatory Note to heading 6804). This heading covers parts of non-precious metal hand saws presented separately (e.g. machine tools, beams, handles and tension devices) and teeth and segments with base metal teeth intended for insertion into saw blades. This heading also excludes: (a) ropes for cutting stone (usually three-core twisted wire of special steel) (heading 7312); (b) slotted chain cutters (heading 8207); (c) hand saws with an integrated motor (heading 8467); (d) musical saws (heading 9208).

Notes to chapter 82 — Tools, implements, cutlery, spoons and forks, of base metal; parts thereof of base metal 3 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. Apart from blowlamps, portable forges, grinding wheels with frameworks, manicure and pedicure sets, and goods of heading 8209, this chapter covers only articles with a blade, working edge, working surface or other working part of:

(a) base metal;

(b) metal carbides or cermets;

(c) precious or semi-precious stones (natural, synthetic or reconstructed) on a support of base metal, metal carbide or cermet; or

(d) abrasive materials on a support of base metal, provided that the articles have cutting teeth, flutes, grooves, or the like, of base metal, which retain their identity and function after the application of the abrasive.

2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466). However, parts of general use as defined in note 2 to Section XV are in all cases excluded from this chapter. Heads, blades and cutting plates for electric shavers or electric hair clippers are to be classified in heading 8510.

3. Sets consisting of one or more knives of heading 8211 and at least an equal number of articles of heading 8215 are to be classified in heading 8215.
