Sets of articles of two or more subheadings of heading 8205
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers all hand tools not falling in other headings of this Chapter or not specified elsewhere in the Nomenclature (see the General Explanatory Note to this Chapter), and also certain other tools or appliances named in the heading text. It includes a large number of hand tools (including those incorporating simple hand-operated mechanisms such as cranks, ratchets or gearing). This category of tools includes: (A) Tools for drilling, threading or tapping, such as braces (including ratchet braces), drills and hand drills; die-stocks, tap wrenches and screw plates. Interchangeable tools such as bits, cutting blades, taps and die-heads for the above hand tools are excluded – see heading 8207. (B) Hammers and sledge hammers, such as hammers for blacksmiths, boilermakers, carpenters, quarrymen, stonemasons, glaziers and bricklayers, stone-breaking hammers, heavy hammers, stone- and brick-dressing hammers, as well as hammers with additional devices such as picks and nail pullers. (C) Planes, chisels, gouges and similar cutting tools for working wood, such as planes and cutters of all types for moulded surfaces (jointers, rebate planes, fillister planes, jack planes, etc.), spokeshaves and scrapers, engraving tools and draw knives, commonly used by carpenters, joiners, cabinet makers, coopers, wood carvers, etc. (D) Screwdrivers (including ratchet screwdrivers). (E) Other hand tools (including glaziers' diamonds). This category of tools includes: (1) Certain household articles, including tools with cutting blades, other than mechanical appliances (see the Explanatory Note to heading
heading 8210), which have the character of tools and are therefore not covered by heading 7323, such as: Flat irons (gas, paraffin (kerosene), charcoal, etc., but not electric irons, which fall in heading 8516), hair-curling tongs; bottle openers, corkscrews, simple can openers (including can-opening keys); nutcrackers; cherry stoners (with spring); clothes hooks; shoe horns; steel and other metal knife sharpeners; knives and serrated knives for pastry; cheese graters, etc.; "zip" mincers (with cutting discs); cheese slicers, vegetable slicers; waffle irons; cream or egg whisks, egg slicers; butter curlers; ice picks; vegetable mashers; larding needles; pokers, tongs, scrapers and lid lifters for stoves or fireplaces. (2) Watchmakers' tools, such as jewel pressing tools, counterweights, riveting pins, crowns, pivot polishing devices, tools for fitting balance screw plugs, and adjusting tools. (3) Glaziers' diamonds, including circle-cutting diamonds mounted on a graduated rule (for cutting circles), and diamond scribers for marking glass. This group does not cover diamonds presented separately (heading 7102). (4) Blacksmiths' tools, such as swages, forging dies, fullers, blacksmiths' chisels and punches. (5) Tools for mining, road-making, etc., such as claw crowbars, levers, stone-cutting chisels, punches and wedges. (6) Tools for masons, moulders, plasterers, painters, etc., such as trowels, floats, spatulas, scrapers and knives, smoothing needles and scrapers, toothed rollers, glass cutters with cutting wheels, putty knives. (7) Various hand tools, such as veterinary curved knives, hoof knives, prickers and farriers' pincers, gravers and chisels, punches; rivet sets, punches and stamps for riveters; non-pincer-type nail extractors, drifts and case-opening tools; tyre levers; shoemakers' awls (without eye); upholsterers' or bookbinders' drifts; soldering irons and marking tools; metal scrapers; non-pincer-type saw sets; mitre cutters; cheese triers and similar tools; soil-compacting rammers; grinding-wheel dressers; box-strapping devices, etc., other than those of heading 8422 (see the relevant Explanatory Note); spring "guns" for stapling bags, cardboard, etc.; cartridge-operated tools for riveting, wall-plugging, etc.; glass-blowers' pipes; blowpipes; oil cans and oilers (including pump or worm-type oilers), gun grease oilers. (F) Blow lamps (e.g., for soldering or brazing; for removing paint; for starting semi-diesel engines). These lamps are of two types, both self-contained and differing in the type of fuel used; they are fitted either with a reservoir for petroleum or other liquid fuel (often with a small pump), or with a replaceable cartridge filled with gas. In some cases, a soldering or branding iron or other attachments are fitted to the nozzle of the lamp. The heading excludes gas welding appliances (heading 8468).
(G) Vices, clamps and the like, including hand vices, bar, bench or table vices for joiners or carpenters, locksmiths, gunsmiths, watchmakers, etc., but not including vices which are accessories for or parts of machine-tools or water-jet cutting machines. This group also includes clamps and bench holdfasts which, like vices, serve as clamping devices (e.g., joiners' clamps, floor clamps and toolmakers' clamps). This category includes metal vices with jaws faced with non-metallic material (wood, fibre, etc.) which protects the workpiece from damage. The heading does not, however, include vacuum-type holders (suction clamps) consisting of a base, a handle and a vacuum lever of base metal, and rubber discs, designed to be attached temporarily to an object so that the object can be moved (e.g., heading 7325, 7326 or 7616). (H) Anvils; portable forges; hand- or pedal-operated grinding wheels with frameworks. This category includes: (1) Anvils (including two-horned anvils) of all sizes and for all purposes, e.g., blacksmiths' anvils; watchmakers' or jewellers' anvils; shoemakers' lasts; hand anvils for straightening scythe blades. (2) Portable forges, usually fitted with blowers and sometimes with anvils; they are used mainly in small workshops, small shipyards, etc. (3) Grinding wheels (hand- or pedal-operated) with wooden or other frameworks. Power-driven grinding wheels fall in Chapter 84 or 85. Grindstones and the like presented separately fall in heading 6804. Tools containing metal but having working parts of rubber, leather, felt or fur felt, etc., are classified according to the constituent material (Chapters 40, 42, 59, etc.). In addition to the exclusions mentioned above, the heading also excludes the following: (a) hand sewing needles and other articles of heading 7319; (b) interchangeable tools for use in hand tools, whether or not power-operated, in machine-tools or in power-operated hand tools (e.g., screwdriver bits and rock drilling tools) (heading 8207); (c) appliances for projecting, spraying or dispersing liquids or powders (whether or not hand-operated) (heading 8424); (d) tool holders for hand tools (heading 8466); (e) hand tools, pneumatic, hydraulic or with self-contained electric or non-electric motor (heading 8467); (f) marking-out, measuring, checking or gauging instruments (e.g., marking-out templates and punches, centre punches and scribers, callipers and gauges) of Chapter 90.

Notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. Apart from blowlamps, portable forges, grinding wheels with frameworks, manicure and pedicure sets, and goods of heading 8209, this chapter covers only articles with a blade, working edge, working surface or other working part of:
(a) base metal;
(b) metal carbides or cermets;
(c) precious or semi-precious stones (natural, synthetic or reconstructed) on a support of base metal, metal carbide or cermet; or
(d) abrasive materials on a support of base metal, provided that the articles have cutting teeth, flutes, grooves, or the like, of base metal, which retain their identity and function after the application of the abrasive.
2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466). However, parts of general use as defined in note 2 to Section XV are in all cases excluded from this chapter. Heads, blades and cutting plates for electric shavers or electric hair clippers are to be classified in heading 8510.
3. Sets consisting of one or more knives of heading 8211 and at least an equal number of articles of heading 8215 are to be classified in heading 8215.
